THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 5 FINANCIAL MANAGEMENT ANALYST (MI USPFO), Position Description Number T5127000 and is part of the MI USPFO, National Guard.

Duties

***This is a Title 5 National Guard Employee position description.*** Joint Force Headquarters State, United States Property and Fiscal Office (USPFO), Comptroller Division, Pay and Exam Branch. This position provides professional wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel pay) support to Soldiers of their assigned State. This position serves as the subject matter expert for day to day processing across the various systems utilized within the section and to serve as liaison with adjacent departments as needed. Professional pay services include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. This position requires continuing independent review of effected pay accounts, and work reconciliations, corrections, and resolution of the most diverse, complex pay conditions of accounts. Monitor pay cases concerning unique pay problems, issues, and situations, as well as precedent setting cases under sensitive circumstances. These pay accounts require a complete analysis, review, and input of corrective actions to include the calculation of complex tax issues involving legislative rulings and various pay, allowances and entitlements in atypical environments; disputed special, incentive and bonus pay circumstances; various debt, garnishment, and other salary offsets; excess leave, disability severance pay, combat entitlements, interest calculations and contract payments. 1. The incumbent is responsible to have extensive knowledge of all pay operations that are handled by the Pay and Exam branch. 2. Resolves the most difficult pay problems including extensive research, review, and application of prior pay and tax laws, regulations, and entitlements. 3. Apply pay and tax laws, regulations, directives, and policies to all cases. 4. Must have the ability to effectively communicate with different levels within the State's command and with external agencies, to include Financial Services and National Guard Bureau. 5. Ensures work is processed in accordance with established guidelines, regulations, policies, and procedures. 6. Responsible to assist in the training and development of the Financial Services Technicians assigned to the section. 7. Qualifications

Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. 1. A professional knowledge of practices, methods, and techniques of finance and accounting processes. 2. Extensive knowledge of military pay and allowances, civilian pay and allowances, vendor payments, and travel entitlements. 3. Detailed knowledge of the Defense Joint Military Pay Systems (DJMS) both active and reserve, Defense Travel System (DTS), MYUNITPAY, Defense Civilian Pay System (DCPS), General Fund Enterprise Business System (GFEBS), Defense MilPay Office (DMO). 4. Knowledge of automated financial systems to participate in a variety of required operations audits and analytical reviews related to pay entitlement determinations. 5. Must possess high level of communication skills, show ability to convey thoughts and ideas both orally and in writing, and present a positive, professional image of Pay and Exam Branch Operations. 6. The guidelines used in examining problematic pay account transactions are numerous. 7. The incumbent reviews numerous activities covering many different and unrelated processes, disjointed systems, and functions to ensure that customers get timely and accurately paid as dictated by their status.

Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
