The Speech-Language Pathologist at this level, works independently under the Associate Director of Patient Care Services and provides services to the Community Living Center and outpatients at the John J Pershing VAMC. The incumbent facilitates development and rehabilitation of patients with mental, emotional, and physical disabilities by planning and administering medically prescribed Speech-Language Pathology.

Duties

Major Duties: John J. Pershing VA Medical Center (JJPVAMC) is a Level-3 Complexity medical center compromised of a 38-bed Community Living Center (CLC) and 10 acute medicine beds. The CLC provides long term care, short-stay continuing care, short-stay rehabilitation, short-stay skilled nursing, respite, and end-of-life care. Primary Care, Urgent Care, Ambulatory Specialty Care, Mental Health, Telehealth and Community Health/Home Care are offered by this facility. The main medical center is located in Poplar Bluff, Missouri. Community Based Outpatient Clinics (CBOC) are located in Farmington, Sikeston and West Plains, Missouri and Pocahontas and Paragould, Arkansas with one Health Care Center located in Cape Girardeau, MO. The medical center provides healthcare services to a 29-county catchment area. The Speech-Language Pathologist at this level, works independently under the Associate Director of Patient Care Services and provides services to the Community Living Center and outpatients at the John J Pershing VAMC. The incumbent facilitates development and rehabilitation of patients with mental, emotional, and physical disabilities by planning and administering medically prescribed Speech-Language Pathology. The Speech Language Pathologist is responsible for observing, recording, and reporting changes in the patient's condition, as well as assisting in the development and revision of the patient-driven holistic care plan for life. Also responsible for performing assessment and treatment interventions. The Speech-Language Pathologist requires a general review of their work for appropriateness and conformity with license, policies and procedures. The Speech-Language Pathologist demonstrates active collaboration and communication with patient and interdisciplinary team (primary care primary care/specialty care provider, registered dietitian, social worker, nursing staff) and Larger Team(family/caregiver, internal and community-based services and disciplines involved in providing care to the patient). Qualifications

Basic Requirements: Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with chapter 3, section A, paragraph 3g, this part.) Education. A master's degree or its equivalent in speech-language pathology, communication disorders, or a directly related field from an accredited college or university. "Accredited" means a college or university [recognized] by a regional accreditation organization and a speech-language pathology academic program [recognized] by the Council on Academic Accreditation of the American Speech Language-Hearing Association (ASHA). Licensure. For those grades that require licensure (GS-12 and above), [ ] the incumbent must hold a full, current, and unrestricted license in a State, Territory, Commonwealth, or the District of Columbia. [ ] [(1) The] S-LP must maintain full, current, and unrestricted licensure/registration. [(2)] Non-licensed applicants who otherwise meet the eligibility requirements for S-LP licensure may be given a temporary appointment as a graduate S-LP under the authority of 38 U.S.C. ? 7405 (a) (1) (D). Failure to obtain licensure during that period is justification for termination of the temporary appointment. This may result in termination of employment. [Individuals appointed as graduate S-LPs may not be promoted to the GS-12 level without being fully licensed. (3) The requirement for licensure may be waived by the Under Secretary for Health or designee in VHA Central Office for individuals engaged in research or academic assignments involving no direct patient care duties, in accordance with current activities. (4) A S-LP who has, or ever has had his/her speech-language pathology license revoked, suspended, denied, restricted, limited, or issued/placed on a probationary status may be appointed only in accordance with the provisions in Chapter 3, section B, paragraph 16 of this part. Grade Determinations: Supervisory Speech-Language Pathologist, GS-14. Education, Experience, and Licensure. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-13 grade level and directly related to the position being filled. Candidates must possess a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Demonstrated KSAs. In additional to the experience at the below levels, the candidate must demonstrate the following KSAs: i. Ability to supervise, motivate, and manage effectively a diverse clinical staff applicable to a service-level department in a large, complex, or multi-division facility ii.Skill in assessing qualifications and abilities of current and prospectiveemployees. iii.Ability to establish and monitor productivity standards and production andperformance priorities. iv.Ability to organize work, set priorities, delegate tasks and responsibilities. v.Ability to manage and direct the work of others to accomplish programgoals and missions. vi.Ability to accommodate to new and changing work conditions andcontingencies, staffing, and vii.Ability to translate management goals and objectives into well-coordinated and controlled service operations. References: VA Handbook 5005/38, Part II, Appendix G30. Physical Requirements: The incumbent will meet and maintain physical and drug test program requirements for the position as required. Ability to walk or get to all clinics daily requires standing, bending and sitting, as well as carrying objects up to 25lbs short distances (less than 100 yards). Due to the complexity of the work, the multiplicity of the projects at any one time, deadlines, and duties, the job requires a high level of energy, and may be psychologically stressful at times. Due to patient treatment, the work requires normal agility and dexterity.
