This position is located in a district or area office within one of the six (6) regional offices (RO) of the Office of Federal Contract Compliance Programs (OFCCP). The purpose of OFCCP is to enforce, for the benefit of job seekers and wage earners, the contractual promise of affirmative action and equal employment opportunity required of those who do business with the Federal Government. Duties

Major Duties: Directs staff and participates in complex compliance reviews of federal contractor's equal employment opportunity and affirmative action policies and practices. Within national office (NO) and Regional Office (RO) guidelines, ensures that staff conducts detailed and comprehensive analyses of federal contractors' affirmative action programs, total employment procedures and practices to determine responsiveness to federal procurement and equal employment opportunity (EEO) laws, executive orders, policies, rules, and regulations. Directs and participates in complex investigations. Participates in negotiations and other matters relating to the resolution of discrimination violations. Develops and maintains contact with stakeholders to include contractors, union representatives and groups, community, public, and private groups in the geographical area for the purpose of explaining and fostering cooperation with OFCCP programs. Prepares periodic and special reports on operational performance for higher authority. This includes briefings with recommendations on problem cases. OFCCP enforces E.O. 11246, as amended; Section 503 of the Rehabilitation Act of 1973, as amended, and 38 U.S.C. 4212 of the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended. These laws ban discrimination and require Federal contractors or subcontractors to take affirmative action to ensure that all individuals have an equal opportunity for employment, without regard to race, color, religion, sex, national origin, disability, status as a protected veteran, sexual orientation or gender identity.

  • Candidate required to obtain the necessary security/investigation level.
  • Requires supervisory probationary period if requirement has not been met.
  • Appointment to this position may require a background investigation.

Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. POSITION TITLES ALONE CANNOT BE USED TO DETERMINE IF YOU ARE QUALIFIED. PLEASE LIST DATES IN MM/DD/YYYY FORMAT. THIS IS IMPERATIVE IN DETERMINING IF WHETHER YOU HAVE AT LEAST 1 YEAR OF CREDITABLE SPECIALIZED EXPERIENCE. DATES WILL NOT BE ASSUMED. Desired experience: investigating, team leading, interviewing, analyzing data, and evaluating compliance with regulations. Applicants demonstrate work experience in at least three of the following: 1. Work experience analyzing equal opportunity and/or investigating compliance with Federal, state or local government employment regulations. 2. Work experience conducting fact based investigations including compiling and analyzing data, reviewing files and personnel policies, and conducting interviews in order to make recommendations for resolution. 3. Work experience analyzing policies, practices and procedures, and determines whether those practices impact members of different groups. 4. Work experience participating in negotiations and conciliation of other matters relating to the resolution of non-compliance with requirements. 5. Work experience developing, planning, or coordinating outreach activities or educational opportunities with organizations, or groups to communicate requirements and guidance. 6. Experience working collaboratively either as a team member or a team leader with a variety of stakeholders to achieve organizational goals related to investigating employer compliance with local, State or Federal laws. 7. Work experience investigating compliance with federal, state or local laws, such as labor standards, programs ensuring the safety or workers, or programs that prohibit discrimination based on race, color, religion, sex (including pregnancy), sexual orientation, gender identity, national origin, disability, and status as a protected veteran.
