Duties

Serves as the Commissary Contractor Monitor in a Defense Commissary Agency (DeCA) location. The primary purpose of this position is to Conduct quality assurance inspections and contract surveillance duties of specified commissary stocking, order-writing, custodial, receiving, holding and/or other contracted services performed in a commissary. Position responsibilities include: Conduct quality assurance inspections and contractor surveillance. Provide comments and recommendations for additions, deletions, or changes to contractor services to ensure compliance with DeCA directives. Approve or reject contractor's work schedule and checks work for quality and timeliness. Maintain the store's allocations program by such duties as designating to the contractor proper item shelf locations when shelf tags are missing or otherwise not identifiable. Advise commissary or contracted order writers. Act as the commissary manager's representative during the night time hours to ensure government property is secure.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify for this position your resume and supporting documents must show that you possess (A) 1 year of specialized experience equivalent to the GS-05 level or equivalent to at least GS-05 under other Federal service pay systems, private sector, or military. Examples of qualifying specialized experience: Conduct quality assurance inspections and contract surveillance duties specified commissary or retail grocery contract services. Apply retail grocery store administration policies and procedures as they relate to established contracts. Monitor vendors and or contractors in a retail setting to ensure proper inventory. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. You must submit SF50s with your application package to verify you held the next lower grade level for at least 52 weeks. You may need to submit two (2) or more SF50s. Examples of appropriate SF 50s include Promotion, Reg WRI, and SF 50s effective more than 52 weeks ago. The next lower grade level for this position is GS-05. Current civilian employees must have completed at least 90 days of federal civilian service since their latest nontemporary appointment from a competitive referral certificate, known as time after competitive appointment.
