This National Guard position is for a SUPERVISORY SUPPLY MANAGEMENT OFFICER (T32), Position Description Number D2649000 and is part of the AL ARNG TRAINING SITE, National Guard.

Duties
1. Plans, directs and organizes the housing assignment, billeting, and logistical operations of a GTC to include such functions as inventory and storage management, quality assurance, maintenance, procurement and property utilization and disposal. Items managed fall into such categories as subsistence, medical supplies, petroleum, and common use supplies. Assembles and reviews budget estimates for the DOL. Determines funding requirements and directs the preparation of budget justifications. Allocates resources at his/her disposal. Reviews, analyzes and interprets supply directives and procedural instructions and plans operating procedures to render the best possible support to the training centers and supported elements. Directs activities concerned with salvage and protection of supply items. (35%)
2. Exercises direct supervisory and personnel management responsibilities. Provides supervisory responsibility for subordinate acquisition workforce personnel. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects, as assigned, or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Recommends awards when appropriate and reviews within-grade increases when eligible and follows up on the status when required. Listens to and resolves employee complaints at the lowest level and refers unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. (25%)
3. Renders technical assistance and guidance to the Base Operations Manager, and higher levels of command for logistical services, and assists all other directorates with requisitioning supplies and equipment. May serve as the approving official for all GTC Government Purchase Card (GPC) Holders and provide management and assistance related to the GPC program. (15%)
4. Meets with National Guard Bureau personnel, other governmental agencies, state National Guard Commands and activities on logistical matters, plans, policies and directives. Collaborates with heads of other units to coordinate work-related changes affecting other units as well as plan for training exercises. (15%)
5. Develops plans to support continuous training center operations. Coordinates with Army Subsistence Command and other agencies to ensure the Logistics Civil Augmentation Program (LOGCAP) and other logistical contracts are prepared in accordance with regulatory guidance. Develops plans to logistically support emergency operations in the event of severe weather events and natural disasters. (10%)

SUPERVISORY CONTROLS:
Works under the general supervision of the Base Operations Manager and/or the Deputy Base Operations Manager. The incumbent is responsible for directing and managing the Directorate of Logistics program goals and objectives established by the State National Guard, the National Guard Bureau and the Department of Army. While program goals, objectives, and administrative requirements are generally established, a considerable amount of adaptation to meet the specific needs of the Garrison Training Center and considerable flexibility in operations for effective support of mission requirements are required. The incumbent must take the initiative in identifying needs and potential problems, and in developing a constructive approach in adapting policies and objectives to secure effective operations. Review of work is made for soundness of approach, operational effectiveness, and ability to meet time schedules.

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Experience supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system. Experience coordinating with other organizations on complex and controversial supply issues. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions.
For Supervisory Positions: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
