Duties

Assist the Assistant Director, a Senior Scientific Technical Manager, by technically leading an assigned sub-portfolio of programs. Span of control comprises a technical sub-portfolio, core technical competencies, and a multi-disciplinary workforce. Develop strategies, lead studies and establish procedures to oversee, plan, coordinate, integrate and implement organization initiatives and strategic long-term technical objectives. Effectively communicate and defend all aspects of programs and strategic initiatives to higher level echelons, and advises senior leadership at the Demo Band 5, Senior Executive Service (SES), and/or Flag Officer levels. Responsible for leading the development of new concepts and projects, devising new or novel solutions to emerging threats, and the identification of important and relevant new discoveries to meet emerging military needs. Serve as strategic level subject matter expert in the areas of Offensive Cyber, Electronic Warfare, SIGINT and Intelligence Processing Exploitation and Dissemination. Responsible for establishment of an annual POM position for the assigned sub-portfolio. Responsible for periodic and active interactions across this stakeholder community, ensuring S and T investments are fully aligned with known capability needs and emerging threats. Provide strategic level technical oversight to all projects in the assigned portfolio, ensuring technical rigor. Review the development and execution of programs and projects ensuring the highest of technical and programmatic standards. Partner with division senior engineers and subject matter experts, developing roadmaps and long and short-range plans shaping the technological direction of the portfolio. Advocate for changes to priorities across assigned portfolio. Remain abreast of internal C5ISR Center and External research and development activities that pertain to assigned mission areas, and seeks opportunities for collaboration and integration of synergistic efforts. Assist in the recruitment, development and retention of talent. Forecast, develop and maintain workforce technical competencies in accordance with near-, mid-, and far-term priorities, investments, and requirements of the Army Modernization Enterprise. Represent the organization at senior level stakeholder engagement and serves as acting Assistant Director as needed. Perform other duties as assigned.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
  • May be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
  • Business travel is required up to 25% of the time.
  • Selectee must be able to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI).
  • This is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.
  • One-year supervisory trial/probationary period may be required unless previously completed.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 60 months as of entrance on duty.
  • Three-year probationary period may be required under the demonstration project for the Engineers and Scientists Occupational Family unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

Qualifications

This announcement uses the Direct Hire Authority (DHA) for Defense STRL Positions to recruit and appoint qualified candidates to certain positions in the competitive service. Who May Apply: US Citizens In order to qualify, you must meet the education and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DB-03 pay band (GS-12 equivalent or higher) in the Federal Service that includes 1) Experience applying engineering concepts and providing technical advice in the development of Defensive Cyber/Offensive Cyber Operations products; 2) Experience working on projects that involves the development or testing of Defensive Cyber/Offensive Cyber Operations products 3) Experience in concept of operations utilizing Defensive/Offensive Cyber and/or Electronic Warfare; and 4) Experience maintaining customer relations with internal and external stakeholders. Basic Requirement for Engineering 0801 series: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Basic Physicist Education Requirement 1310 series: A degree in physics; or related degree that included at least 24 semester hours in physics. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound. OR B. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound. Basic Education Requirement for Computer Scientist 1550 series: Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. Transcripts are required to meet the Basic Education for the applicable series. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
