This Education and Compliance Program Manager position is located within the Group Practice Management (GPM) services at the Providence VA Healthcare System, located in Providence, RI. It is full-time at 40 hours per week.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
This position coordinates and tracks the compliance of all phases of trainings for staff with clinical management and operations responsibilities and duties and their direct supervisors throughout the entire medical center, in coordination with employee education, compliance, TMS, clinical services, ACOD/GPM program, and national program offices. Duties include, but are not limited to:
Works as a member of the Ambulatory Care Operations /Group Practice Management Team to develop and administer training programs of the staff of the Ambulatory Care Operations /Group Practice Management as well as administrative 2 employees throughout the facility, outpatient clinics and CBOC;
Coordinates orientation activities for new employees to the Ambulatory Care Operations /Group Practice Management and prepares materials to acquaint new employees with the organization's mission, structure, history, objectives and policies;
Facilitates development and maintenance of standard operating procedures for all positions within the ACOD/GPM Service;
Develops and modifies courses, sets training priorities, researches and recommends new or alternative training sources for the Providence VA Medical Center;
Participates on facility and VISN (Veterans Integrated Service Network) committees representing Ambulatory Care Operations /Group Practice Management operations and provides information and assistance to the Education Committee as a representative of Group Practice Management;
Prepares operating level policies on staff development issues;
Serves as the primary Ambulatory Care Operations /Group Practice Management TMS coordinator for tracking of all employee education and training hours utilizing established computer system software and the Talent Management System (TMS) and uses this to prepare reports on the status of training hours and mandatory courses;
Develops, reviews, analyzes, implements, conducts and evaluates training courses and programs related to ACOD/GPM areas of concern such as Eligibility/Enrollment, Access to Care, Beneficiary Travel, Fee Basis, Scheduling, Ward Administration, Admissions, Kiosks, Special Programs, Medical Records to include Scanning, Release of Information, Insurance Collection, as well as training on new directives and processes that interrelate within ACOD/GPM and/or with other services;
Implements and updates clinical management and operations software enhancements related to clinical management and clinical operations; work closely with clinical and technical (i.e. IRM, Clinical application coordinators and HIMS staff) staff on training and education related to software; and
Other duties as assigned.
Work Schedule: Monday-Friday; 8:00am-4:30pm (Negotiable upon hire).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position, you must have served 52 weeks at the GS-05. For a GS-09 position, you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You must qualify based on your experience and/or education as described below:
GS 07
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Technical Skills. Includes: Knowledge of computer systems and technical aspects of the hardware and software for output/input and analyses of data; Advanced computer skills (Microsoft Word, PowerPoint, SharePoint, Excel, Access); Knowledge of and ability to use/demonstrate/train Decentralized Hospital Computer Program (DCHP), VISTA, Computerized Patient Record (CPRS), Automated Data Processing Systems, Database Management, Personal Computers (PC) and Local Area Networks (LAN). Knowledge of Microsoft programs including excel, access database, SharePoint, outlook, word, and data management tools, including pyramid, VSSC, and other data analytic tools. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement*. Degree must be relevant to the position to be filled. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. The education and experience must be directly related to the work of the position to be filled.
GS 09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and ability to research and comprehend pertinent laws, regulations, policies, and procedures; management of patient processing activities associated with VA medical benefit programs (e.g.: enrollment/eligibility, verification, fee basis, ROI (Release of Information), beneficiary travel, scheduling, check-in/out, clinic workload, admission/discharge/transfer, ward administration, coding audit quality control, special programs, etc.); Knowledge and ability to work with Human Resources on hiring and onboarding of MSAs. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Degree must be relevant to the position to be filled. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year of graduate level education may be used to qualify applicants for positions at grades GS-09. The education and experience must be directly related to the work of the position to be filled.
Preferred Experience: This position is responsible for the compliance and monitoring of trainings and education, both locally and nationally mandated, for all scheduling employees throughout the entire Providence VA Medical Center. The primary focus includes training on: scheduling package, electronic waiting list, eligibility and enrollment, means testing, beneficiary travel, Fee Basis, Release of Information, ward administration, encounter management reporting, clinic set up procedures, customer service, new Ambulatory Care Operations /Group Practice Management (ACOD/GPM) initiatives, directives and processes, mandatory training and informational training material for all services facilitated by the Ambulatory Care Operations /Group Practice Management Service Line. It would be highly preferred that an applicant possess specialized experience in these areas that have a heavy emphasis on scheduling, training, and compliance.

Physical Requirements: The work is primarily sedentary, although some light physical effort may be required. May require special travel as needed. There may be some walking, standing, bending, carrying of light items including training paperwork or manuals, or small equipment such as laptop computers, mobile LCD projectors, or driving an automobile. May be susceptible to eyestrain from working long hours on the computer.
