This position is located at the Wilmington VA Medical Center and is under the direct supervision of the Motor Vehicle Operator Supervisor. The Laborer is an integral part of the Grounds/Garage Section of Facilities Management Service. The incumbent is required to perform various duties as part of a dynamic multi-disciplinary team that maintains grounds and roads of the facility.
Duties
Campus Grounds Maintenance
policing of the grounds, empties trash cans outside of the buildings (including parking lots/garage) and cleans under and around refuse dumpsters
cleans window wells and storm sewers and picks up and disposes of rubbish and trash utilizing the off-road vehicle, 1- ton pick-up trucks and/or dump truck
use pressure washer to clean side walls, walkways, pavilion, and equipment
perform minor vehicle maintenance such as wash, vacuum, fuel, and the occasional delivery and pick up of supplies and medicines
manually shovels sidewalks and entry ways and then spreads salt
responsible for snow removal. Includes operation of 1-ton pick-up trucks, John Deere gator, John Deere tracker, Ventrex, dump truck and walk behind spreaders for the snow removal and spreading of salt
removes fallen leaves, twigs and branches by bagging or disposing to designated areas
utilizes a dump truck and street vacuum to pick up and dispose of leaves
Landscaping Equipment Maintenance and Operation
operate various gasoline powered equipment and assorted hand tools for the purpose of grounds keeping
perform maintenance on equipment operated (e.g., replacing air filters and changing oil, etc.)
digs ditches and trenches with a pick and shovel, does grading and sloping, applies hot and cold patch asphalt when filling in holes in roadways
removes diseased or damaged trees, including root removal
performs planting, cultivating, feeding, weeding, trimming, and watering flowers and trees
responsible for spreading mulch and/or stone, and installing lawn edging, as assigned
Recycling
performs recycling duties, collect cardboard throughout the facility
breaks down cardboard boxes and a low-profile vertical baler to bail cardboard for recycling
responsible for collecting other recycling items throughout the facilities (plastic bottles, batteries, wires, etc.)
complies with all safety regulations to avoid injury
Other duties as assigned
perform general labor duties as directed by the supervisor
performs other related duties as assigned
Work Schedule: Monday - Friday; 8:00 am - 4:30 pm

Physical Requirements/Working Conditions:
Physical Requirements: Exerts very heavy physical effort when moving items (lifts up to 100 pounds), handling 60-pound bags of salt and operating the jackhammer. Operates power mowers on steep slopes and grades and pushes wheel barrel loads of cement, stone, and mulch. Required to perform frequent walking, bending, stooping, and reaching. May require heavy physical effort when shoveling snow in the winter.
Work Environment: Works mostly outside and operates equipment and vehicles in all kinds of weather (sunshine, rain, sleet, snow, etc.) for long periods of time. In danger of objects and debris hitting him/herself when operating power mowers and trimmers and possibility of cuts and bruises. Special care and safety equipment must be used to avoid serious injuries. During winter season, exposure to temperatures below 32 degrees F when performing snow removal duties. Wear prescribed uniform in accordance with Altoona VAMC dress code policy and uses appropriate personal protective safety equipment as required.
