This position is located in the Gates of the Arctic National Park and Preserve and Yukon-Charley Rivers National Preserve, in the Resources Division.

Duties

This is a term position with the expected duration of the term appointment upon appointment greater than 1 year (e.g., not to exceed 13 months); and the agency has the option of extending the term appointment, up to a maximum of 10 years from the date of appointment. Such extensions are not guaranteed nor an employee entitlement. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action. This position supports two parks, the Gates of the Arctic National Park and Preserve and Yukon-Charley Rivers National Preserve. These are remote parks and require the incumbent to commute by plane and/or boat, to carry a firearm, and to backpack up to 5 miles carrying up to 50 pounds. The incumbent will be required to complete field work overnight for up to 10 nights per field session, up to 4 months during the summertime. Major duties include, but are not limited to the following: Designs, develops, tests, and implements data collection protocols to identify, evaluate, and monitor remote, Alaskan wildlife populations in collaboration with partners and team members. Prepares management and scientific reports and peer-reviewed publications regarding results of Arctic wildlife inventory, monitoring, research, protection, and mitigation activities with partnerships. Organizes and manages the application of Geographic Information Systems and spatial data collection in support of wildlife and natural resource management data collection and analysis. Conducts laboratory analyses of isotopic, genetic and contaminants data. Prepares funding proposals for priority research needs, fosters research collaborations, provides oversight for research projects. Mentors and trains team members. Creates and presents science communication programs and outreach products to the public. Utilizes computer programs to compile, reduce, store, retrieve, analyze, and report data and other resource management information, including research and long-term monitoring projects. Maintains and organizes computer databases.

Qualifications

All qualifications must be met by the closing date of this announcement-08/17/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. Individual Occupational Requirement 0486 Series: EDUCATION: Degree in biological science that included: 1) at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and 2) at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and 3) at least 9 semester hours in botany or the related plant sciences. (You must include a copy of your transcripts) -OR- COMBINATION OF EDUCATION/EXPERIENCE: A combination of education and experience equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in above, plus appropriate experience or additional education. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. (You must include a copy of your transcripts and indicate the number of hours worked per week within your resume) In addition to the requirements listed above, to qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: applying methods of wildlife management; conducting Arctic and boreal wildlife research projects in Alaska; managing data acquisition and analysis of Arctic and boreal wildlife and natural resource projects with spatial data and GIS. Examples of specialized experience include the following: Conducting biological monitoring and research of wildlife (birds and small mammals); writing technical reports and/or manuscripts on a specific topic or project; gathering biological data and organizing information for further analysis; conducting statistical analyses, including descriptive statistics and frequencies and creating written, oral and visual media science communication products to disseminate research results to the public; training, mentoring and managing team members. You must indicate the number of hours worked per week within your resume. -OR- EDUCATION: Successful completion of at least two years of directly related progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. You must submit a copy of your transcripts. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: Successful completion of a combination of education and experience as described above. To combine education and experience, first calculate your percentage of qualifying graduate education by dividing your number of semester hours in excess of 18 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include hours per week worked in your resume and submit a copy of your transcripts. Quality Ranking Factor: Wildlife Biology-ability to identify passerines, shorebirds, waterbirds and land birds by sight and sound (aural). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
