This position is located within Facilities Management at the VA Medical Center in Butler, PA.
Duties

Duties include, but may not be limited to the following:
Fleet Manager
Plans and program for the effective accomplishment of motor pool operations.
Develops and maintains systems and procedures of program related reimbursable, i.e., vehicle washing, vehicle recovery service, on-facility fuel, and maintenance services.
Performs analysis of the vehicle fleet regarding utilization, cost per mile, monthly lease costs, and maintenance and repair time.
Investigates accidents and assures accident reports and related documentation are prepared and distributed to proper authorities.
Asset Management
Prepares performance data relative to resources and workload of the work center; conducts special studies to develop data for supervisor and higher echelons regarding manpower and vehicle availability, utilization by specific equipment, cost factors, and fleet composition requirements.
Research, track, and compile a variety of monthly statistical reports, i.e. (GSA Fleet Drive Thru, FED Fleet Management System Mileage).
Policy and Regulations
Plans, implements, and coordinates projects and activities related to the facility Motor Pool Operations.
Prepares standard operating procedures (SOP) and directives pertaining to the proper use of VA owned/leased vehicles.
Training and Licensing
Monitors, audits, and validates driver's training program to ensure the quality of drivers training.
Monitors accident and asset damage trends and develops training to mitigate the risk of accidents and damaged assets.
Contracting Officers Representative
Preparation of solicitation for competitive bids, award, and inspection and acceptance of equipment.
Enters into service agreements for maintenance, fuel and related services with other Federal agencies when cost and other considerations indicate a benefit to the Government will result.
Credit Card Fleet Manager
Monitors fleet card accounts and reviews statements checking for fraud or misuse.
Reconciles charges monthly and undergoes a monthly random audit with the Fleet Card A/OPC and annual audit with Fiscal.
Perform other duties as assigned.
Work Schedule: Monday - Friday 8:00am-4:30pm.

Qualifications
SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-5 level in the Federal service. Specialized experience includes: performing transportation support duties such as planning or administering a program; possessing a working knowledge of the care and upkeep requirements including the repair and maintenance of vehicles; instructing others in the safe operation of vehicles; utilizing knowledge of transportation regulations, methods, and practices to perform a wide variety of transportation assignments; maintaining and completing accurate records, completing reports, and experience with purchasing or credit card utilization.

Physical Requirements: Work involves various physical demands requiring the employee to be versatile in the many functions performed. These include sedentary work performed at a desk with intermittent standing, walking, bending, and lifting of lightweight records or supplies. Work is performed in an office setting. Work is performed within view and hearing of patients and the general public. The Transportation Assistant has direct contact with patients and possible exposure to contagious diseases. Immediate attention is required for travel and patient funds activities, while lodging arrangements must be completed timely. Meeting these obligations may present varied demands on the Transportation Assistant. Patients may present skeptical, agitated, uncooperative, and some may become hostile or dangerous. The work environment is multifaceted, complex, and demanding.
