This position is located in the Southern Research Station located in Asheville, NC. The employee supports the USDA Forest Service, Research and Development program by serving as the primary focal point and liaison for all administrative issues, and assisting on controversial and confidential matters, office continuity, and special project assignments.

Duties
Prepare confidential and personal correspondence for a manager of an organization.
Use electronic systems to develop statistical presentations, spreadsheets, graphics, and reports.
Anticipate and assemble background information needs on issues needing management attention.
Manage a manager's schedule to meet the essential commitments for overall management of an organization.
Communicate with internal and external sources to gather data using tact and diplomacy.
Take confidential notes for a manager of an organization.
Prepare confidential and personal correspondence for a manager of an organization.
Develop written pros and cons on questions of a highly confidential nature.
Requirements
- Must be a U.S. Citizen or National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

Qualifications

Specialized Experience Requirement:
For the GS-11: You must have one-year of specialized experience equivalent to at least the GS-9 grade level. This experience is defined as:
Providing personal executive assistance on confidential and controversial administrative matters.
Developing and implementing administration and communications for an executive to bring continuity to the operations of an organization.
Conducting analytical studies of processes, operations, and/or services to evaluate program effectiveness and/or to recommend improvements to processes and systems.
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related to the work of the position.
OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
