This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will perform manual tasks in the handling of lines to moor district floating plant and to make and break tows in a berthing area consisting of about three miles of riverfront.

Duties

Perform harbor work primarily between the river bank and the floating plants. Transport materials and supplies to boats and barges. Serve as a deckhand on harbor and river vessels. Operate equipment including lawnmowers, forklifts, and tractors. Assist welders, mechanics, equipment operators, and other trade specialists transporting and handling job tools. Perform work on drydocks to include assisting with setting blocks and docking/undocking vessels.

I can tie lines and knots and handle heavy equipment; perform work on drydocks to include assisting with setting blocks and docking/undocking vessels. - Failure to meet this Screen Out Element will result in an ineligible rating. Physical effort is required in the handling of heavy equipment and machinery. May lift up to 50 pounds or more. Work may involve long periods of standing, lifting, climbing, and walking, continuous physical activity. Is subject to the constant danger of being caught in the bite of lines or slings, or the danger of breaking cables, lines, or slings. A mistake or mishap in any of these operations might possibly cause the loss of limb or life of this dockhand or others working in the general area. Works primarily outside subject to adverse weather conditions, mud, and splashing. Users hand tools common to the occupation. Is subject to danger of falling overboard and drowning and attendant dangers of taut cables and movement of floating plant. Incumbent works in all types of weather, being subjected to the extreme cold, ice and snow of wintertime, and the extreme heart of summertime. Works on wet deck, ahead of dredge suctions, and on dredge discharge pipe. By the very nature of the work of a dockhand, he is subject to the constant danger of falling overboard or the danger of falling and being crushed between moving floating plant. Uses common hand tools and equipment characteristic of indicated duties.
