This position is located on the Fleet and Family Readiness (FFR) Department; pacific Missile Range Facility Barking Sands (PMRF); Commander, navy Region Hawaii (CNRH); and is physically located at Pacific Missile Range Facility Barking Sands (PMRF).
This job announcement is for current residents on the island of Kaua'i.
Duties
Duties include but are not limited to:
Plans, schedules, coordinates and conducts the FFR Department facility and equipment maintenance program. Maintains records of the current facility improvement and equipment maintenance status of all FFR facilities including capital and minor equipment.
Establishes and maintains liaison with the FFR Director to ensure efficient and controlled exchange of information and receive technical assistance when required.
Evaluates facilities and equipment to determine adequacy of support to the FFR mission and develops both short and long term plans for repairs, alterations, or renovations within the scope of self-help maintenance and improvement projects.
Utilizes enterprise Military Housing (eMH) to access UH room information and status, retrieve tenant and occupancy data, maintain room inventory and maintenance data.
Reviews operations, supply and equipment inventories and develops an annual operating budget for submission to management that will adequately reflect operating costs and improvements. Serves as inventory custodian for Unaccompanied Housing.
oversees the planning, development and execution of all Self Help projects approved by the FFR Director based upon requests from FFR Program/Activity Managers.
Assist in reviewing and approving drawings and blueprints for facility upgrades and improvements.
Conducts regularly scheduled inspections to ensure proper operation and maintenance of equipment is performed, is in complaiance with safety regulations, and facility is kept attractive and clean.
Coordinates a full range of maintenance support for FFR special functions and events such as Festivals, Command Picnics, Change of Command, etc., that occur at FFR facilities.
Serves as the FFR Contracting Officer Representative (COR) for all MWR Non-Appropriated Fund (NAF) maintenance and Service Contracts for FFR assets.
Serves as an alternate Emergency Management Representative for FFR Department to coordinate disaster response or crisis management activities, provide disaster preparedness training, and prepare emergency plans and procedures for natural (e.g., hurricanes, floods, earthquakes, etc.), wartime, or technological (e.g., nuclear power plant emergencies, hazardous materials spills, etc.) disasters or hostage situations according to CNIC instructions.
Ensures operations comply with fire, safety, security, and hazardous materials handling; Occupational, Safety, and Health Administration (OHSA); Bureau of Medicine and Surgery (BUMED); Office of the Chief of Naval Operations (OPNAV) Instructions; Office of Personnel Management (OPM); and other related operating and safety policies, programs, and instructions.
Serves as the Building Energy manager for FFR Department and promotes energy security awareness, identifying low or no cost energy or water measures, and supporting the Installation Commanding Officers and Installation Energy Managers on current and future energy security initiatives that will help address energy gaps and promote mission assurance.
Requirements
- Must have or be able to obtain and maintain a valid state driver's license.
- This position may be designated ALPHA personnel/mission essential for inclement weather or in the interest of national security and may be required to report for work when other employees are excused.
- The incumbent is expected to obtain professional certification or industry equivalent for maintenance operations within 12 months of employment.
- This position is telework eligible on a part-time basis in accordance with Agency policy and subject to Agency approval.
- Must be able to work varied work schedules to include holidays, weekends, and evenings.
- Occasional travel up to 10% may be required.
Qualifications
1. KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of the basic principles of facility structural designs and the ability to interpret this information as it applies to preventive maintenance, self-help projects, and monitor facility repair.
Knowledge and skill planning, developing, organizing, and conducting a preventive maintenance and self-help program within available resources that provides adequate facilities to support FFR programs and meet the needs of participants.
Knowledge of DoD procurement policy and Government Purchase Card program.
Knowledge of basic construction skills such as carpentry, masonry, pipe fitting/plumbing, electrical, refrigeration and air conditioning, and the ability to demonstrate these skills in terms of providing technical advice, training, and assistance to subordinate employees.
Knowledge of basic administrative and financial skills and the ability to effectively utilize these skills as they apply to maintenance records management and budget formulation.
Knowledge of basic research techniques and skill in developing a statement of work for proposed construction projects.
Knowledge of Department of Defense (DoD) safety requirements and Navy Occupational Safety and Health (NAVOSH) standards as they apply to the operations of preventative maintenance, vehicle maintenance and self-help program.
Ability to administer a highly effective safety program.
Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.
Ability to develop and effectively deliver presentations and/or training.
Ability to communicate effectively both orally and in writing.
