Duties
The primary purpose of this position is: To serve as a senior strategic policy analyst, matrixed team leader, and global strike policy and doctrine subject matter expert.
Serves as a strategic policy analyst, responsible for leading and/or participating in national, international, Departmental, Service, and CCMD policy and doctrine development.
Provides expertise to planning, programming, Congressional affairs, or other senior Leadership engagements as a global strike and hypersonic weapons policy and doctrine subject matter expert.
Performs complete studies of policy, global strike, or hypersonic weapons matters that are of a major scope or large-scale projects, modifying or adapting techniques to fit situations, including creating unique structural, procedural or analytic approaches as required for CCMD or DoD mission success.
Performs duties as a senior policy analyst and matrix team leader.

- The employee may be required to work other than normal duty hours, which may include evenings, weekends, off duty hours on call, extended work hours (12 hour shifts), varying duty hours, and/or holidays
- This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of (cont'd)
- illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing
- This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert level understanding of international, national, DoD, and MAJCOM policies, regulations, doctrine, strategies, and precedents to efficiently research, develop, and advocate policy and doctrine matters and to advise other organizations within, or external to, MAJCOM that require mission-specific support; mastery of global strike, hypersonic weapons and other mission-area international cooperative forums or organizations; expert knowledge of the analytical and evaluative processes and/or methods (quantitative and qualitative) for determining the effectiveness of various courses of action within policy or plans efforts and/or studies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of national and international policy, policy development processes, and policy organizations. Knowledge of, and the ability to implement, the military adaptive planning process.
Knowledge of global strike and hypersonic weapons matters and other related mission area policy and doctrine. Knowledge of Department of Defense CCMDs, Services, Agencies, Interagency, Executive Branch, Legislative Branch, and multinational organization interrelationships and procedures.
Ability to organize and lead study and analysis teams from disparate organizations tasked to create new ideas, concepts, projects and methodologies. Ability to communicate effectively both orally, and in writing, negotiate complex issues with diverse personnel, maintain good working relationships, and maintain a high degree of tact and diplomacy.
Ability to execute highly complex and high-visibility projects and/or studies within established financial and/or time constraints to meet required organizational goals and objectives.
Advanced knowledge of processes and procedures associated with the implementation and execution of OPLANs and CONPLANs, to include in-depth knowledge of the National Command Authority, Executive Branch relationships and agreements, DoD, the Joint Staff and department structures and relationships.
Ability to conduct analysis of current and emerging policies, agreements, and doctrine, both national and international, to determine effectiveness to meet identified goals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
