You will serve as a CONSTRUCTION MANAGER in the CAPITAL IMPROVEMENTS DIVISION of NAVFAC SOUTHWEST. This interdisciplinary position will be filled as a General Engineer (0801) or Architect (0808).

Duties

You will develop training presentations for the evaluation team to facilitate an effective evaluation process. You will oversee the negotiation of construction contracts with architect-engineering firms. You will collaborate with management to ensure workforce is sufficient to meet workload demands. You will develop technical engineering solutions to mitigate or eliminate obstructions to engineering project completion. You will analyze quality data to detect unsatisfactory trends or weaknesses. You will prepare architect-engineer reports, briefs, and presentations to provide status on construction projects.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the Selective Placement Factor, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying advanced concepts, principles, and practices in engineering and architecture to serve as an advanced/expert-level construction manager who leads other engineers/architects; 2) Developing creative and technically sound solutions to engineering/architecture problems not remedied by standard, pre-defined processes; 3) Advising senior management on the best course(s) of action for construction projects; and 4) Taking the lead to resolve technical engineering and architecture issues for an assigned branch.
