About the Position: The U.S. Military Entrance Processing Command, headquartered in North Chicago, IL, is a jointly staffed command, staffed by representatives of all branches of the Armed Forces. The command, through its 67 military processing locations (Military Entrance Processing Stations (MEPS)/Remote Processing Stations (RPS)), determines whether applicants are qualified for enlistment based on standards set by each of the services.
This is a Temp NTE 1 Year position
Duties
Provide support to the Information Technology (IT) Directorate for all program management activities of designing, creating, delivering and supporting a software factory staff.
Support Commands IT mission by developing and providing products and services for IT modernization and transformation programs.
Leads, advises, facilitates analyzing and promoting improvement and reengineering of practices, programs and projects.
Conduct studies and evaluations, developing performance measurements, develop analytical evidence and recommending alternatives for management decision-making.
Develop and formulates Directorate statement of positions, responses, or solutions.
Plan and evaluate programs, projects and studies to support strategic planning, change management, resource management, business process management, project management and business transformation activities.
Create professional quality staff products such as plans, briefings, reports, business cases, decision analysis, studies, evaluations, information papers, memorandums, and project plans.
If filled at the GS-09 or GS-11 level, duties will be performed in a developmental capacity under closer supervision.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- May be required to travel up to 10% of the time.
Qualifications
Telework eligible position - Position has an official duty location of North Chicago, IL and is eligible for Situational Telework at the discretion of the Command. This position is NOT eligible for remote work (remote duty location). If telework is approved, selectees will be required to report to their official duty location as outlined in their telework agreement.

Specialized Experience GS-09: One year of specialized experience which includes: Participating in studies and projects that have program wide impact; Retrieving current and historical data from computer systems to create reports, presentations, and spreadsheets for an organization; Assisting with the modification or preparation of program policies, procedures, or instructions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education for GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Program/Project Management, Business Management/Administration, Information Technology Management, or a closely related field. Combination of Experience and Education for GS-09: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
Specialized Experience GS-11: One year of specialized experience which includes: Assisting with developing long-range strategies for Information Technology (IT) digital transformation; Conducting studies to assess the effect of policy alternatives on Command operations; Conducting research and analyses for current and future IT initiatives to make recommendations on Command's IT goals and objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education for GS-11: Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree in Program/Project Management, Business Management/Administration, Information Technology Management, or a closely related field. Combination of Experience and Education for GS-11: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience which includes: Defining short/long range Information Technology (IT) goals with measurable implementing strategies, objectives, and action plans; Ensuring organizational change management initiatives meet objectives (i.e., time, cost, minimizing disruptions to IT services, and increasing employee adoption and usage); Addressing IT business needs at all levels of the Command (i.e., assisting with developing performance measurements, analytical evidence, and recommending alternatives for operations and policy issues); Assisting with developing statements of positions, responses, or solutions for IT lines of business. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
For this GS-12 position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
