The incumbent is the Site Liaison responsible for the continuing operation of the Managerial Cost Accounting Program (MCAP). The incumbent is an essential part of the Network Managerial Cost Accounting\Decision Management Team that is distributed throughout the medical centers within the Network. The incumbent will utilize the Decision Support System (DSS) program. DSS is an executive information program that, directly impacts management decision making.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
MAJOR DUTIES:
The MCA Site Liaison serves as the resident MCA\DM Data expert at an individual medical center in the Veteran Health Administration Southeast Network. The incumbent identifies site-specific issues and determines the scope of their impact on the MCA system. Communicates findings to MCA Program Managers and local medical center leadership and recommends and implement appropriate actions. The incumbent supports the Southeast Network MCA\DM team in meeting call MCA national performance measures and medical center and Network-level goals. This individual is responsible for participation on medical center and network teams, training employees on appropriate data capturing processes and procedures, developing policies relating to stop codes usage, workload capture on the DSS System and other DSS related tasks assigned by the Program Manager or Network MCA\DM Manager. The incumbent also guides and supports various management initiatives by gathering, interpreting, and analyzing information pertaining to resource management, operations management, and clinical care processes. If needed, the incumbent develops and/or designs custom processes to meet the information needs of the organization's strategic plan. The MCA Site Liaison is a key contributing member of the Southeast Network Managerial Cost Accounting \Decision Management Department. The incumbent participates in the planning and execution of the goals es1ablished by the Network MCA\DM Management Team and collaborates with and provides education and consultative guidance to other MCA\DM employees located at their facility and to their local medical center in the Southeast Network.
Work Schedule: Full-Time, Monday-Friday, 8:00 a.m. to 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07, for the GS-11 you must have served 52 weeks at the GS-09, and for the GS-12 you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: obtain, analyze, and interpret data; identifies specific issues and determines the impact, coordinates and trains employees; develops and designs custom processes; provides information on resource management and patient care delivery processes, processes and audits data. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree that is related to this position? NOTE: Your education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study; if that number cannot be obtained from the transcript, 18 semester hours will be considered as one full academic year of graduate study. A copy of your transcript is required at the time of application. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above.
GS-11

Physical Requirements: The incumbent's work is primarily sedentary but may involve some walking, standing, bending, and carrying small items such as books and papers.
