This position is located on the Humboldt-Toiyabe National Forest with a duty location of Las Vegas, NV.
Serves as a fully operating Natural Resources Specialist assisting or independently administering an ecosystem based natural resources management program with emphasis in watershed, rangeland, forestry, and related resource coordination.

Duties
Records study results in accordance with established procedures.
Writes complete and accurate reports, which include evaluation of the data, identification of trends, and forecasts.
Makes recommendations to improve processes, estimates project costs, and prepares environmental analysis reports for restoration projects being considered for implementation.
Conducts full stream surveys regarding water characteristics.
Gathers data from radar, satellites, rain gauges, or other sources.
Gathers, monitors, analyzes, interprets, and evaluates data to determine if land management, economic, and social goals and objectives identified for the land involved are being met.
Develops annual plan of work for assigned functions that may include structural and non-structural projects, budget, equipment and personal needs.

Qualifications

Basic Requirement:
GS-0401:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirement:
For GS-09: Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level in the Federal Service OR A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
GS-09: Examples of specialized experience include: Performed specific portions or minor phases of assignments in support of senior natural resource specialists, reporting data observations and providing recommendations to supervisor; Researched existing policies and regulations to provide technical assistance relative to policy on natural resource management; Assisted in developing environmental documents including impact of statements concerning special use permit proposals and other project proposals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
