The primary purpose of this position is to provide first level Defense Travel System (DTS) and Reserve Travel System (RTS) operational support to the host / tenant wing organization. Processes work in the prepayment, audit, examination and processing of travel vouchers.
Duties
Serves as DTA and provides support of DTS for the unit and geographically separated units. Reviews and processes daily activities in DTS system.
Review and examine all travel claims submitted by unit members. Verify personal information is correct, such as: address, phone number, email address, bank information, split disbursement to GTC card is annotated on voucher.
Researches, interprets, and applies regulations, requirements, and procedures. Researches, interprets and applies statutes, decisions of the Comptroller General (CG) of the United States, Joint Federal Travel Regulations, Joint Travel Regulations, DOD Financial Management Regulation 7000.14- R, Volume 9, various agency designated supplements and directives from higher headquarters.
Examines and verifies adequacy and completeness of travel vouchers. Some vouchers include expenses for permanent change of station with real estate, personal transportation, and shipment and/or storage of household goods.

- Work occasionally requires travel away from the normal duty station.
- Work is very high visibility and occasionally involves interaction with senior and general officers and their support staff.

Qualifications
This is an obligated position which an employee has return rights. Upon the employee's return, incumbent could be subject to reassignment.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of a body of standardized regulations, requirements, procedures and operations associated with clerical and technical duties related to the assigned accounting, budget, or financial management support function to include knowledge of the various steps and procedures required to perform a full range of accounting, budget, or financial management support duties related to recurring or standardized transactions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge procedures and rules concerning payment of government claims (e.g., travel), and ability to interpret regulations and procedures related to voucher examining.
2. Knowledge of, practices, procedures, regulations, laws, policies, and processes related to travel pay, military pay.
3. Knowledge of travel pay rules and procedures interact with the Defense Travel System to include travel processes related to DTS and per diem.
4. Knowledge of the data systems used to support military/civilian travel pay actions (i.e., Defense Joint Military System, Government Accounting and Financial System, Automated Reserve Orders Writing System); skill and ability to train others on these systems and troubleshoot problems encountered by other users on the systems.
5. Ability to research, analyze, interpret, and apply rules, regulations, and procedures.
6. Ability to effectively communicate orally and in writing and to maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Additional Conditions of Employment:
This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
