Duties

You will receive formal and on-the-job instructions designed to familiarize you with the functions of a Cartographer. Develop a knowledge base of cartography and photogrammetry including the mathematical, geographic, and scientific basis for design, evaluation, and construction of maps, charts, and digital Geographic Information Systems (GIS). Assists higher-graded employees by generating survey and mapping products, including topographic, cadastral, and planimetric maps, digital cross-sections, three-dimensional digital terrain models, etc. Apply professional knowledge of ESRI ArcGIS software for designing and constructing geospatial products using imagery and Geographic Information System (GIS) datasets for deliverable items for customers and users. Utilize cartographic and photogrammetric skills in preparing professional reports and presentations utilizing MicroSoft Office programs and organizing the data files. Utilize geospatial data standards for cartographic products in order to maintain product consistency and data accuracy.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess and maintain a valid civilian driver's license.
  • Must possess or have the ability to acquire and maintain a Corps of Engineers boat operator's license within 1 year.
  • Position requires a pre-employment and periodic physical examination and/or evaluation under the District Medical Surveillance Program and may require the use of personal protective clothing or equipment.

Qualifications

Who May Apply: Positions are open to: Recent graduates who have completed, within the previous two years, a qualifying bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Short-term training programs (e.g. several two-week programs completed) are not considered an academic course of study. Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion. Applicants can be selected at the GS-07 grade level. The target grade of this position is GS-11. After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years). To be eligible for conversion to a permanent or term position, Recent Graduates must: Be a U.S. Citizen Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement. Demonstrate successful job performance. Meet the Office of Personnel Management qualification standard including any applicable positive education requirements and/or selection placement factors and any other designated special qualifications requirements and conditions of employment (e.g. medical standards) appropriate for the position to which being converted. In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Cartographer: A. Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR B. Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes generating survey and mapping products, to include topographic, cadastral, and planimetric maps, digital cross-sections, three-dimensional digital terrain models, orthophoto, land use, and other cartographic products, to satisfy project requirements; maintaining Digital Elevation Models (DEM) in areas of remote sensing from ground surveys, hydrographic surveys, photogrammetric surveys, and existing maps; and utilizing automated programs such as ArcGIS, Corpscon, Hypack, Adobe Acrobat, Adobe. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. OR Superior Academic Achievement: In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18.
