This position is announced by the Federal Law Enforcement Training Centers on behalf of the Department of Homeland Security (DHS), DHS Headquarters Science & Technology Directorate.
Duties
This position is located in the Department of Homeland Security (DHS), Science and Technology (S&T) Directorate, Office of Science and Engineering (OSE), Technology Centers Division (TCD), Earth Systems Science Technology Center (ESS-TC). The mission of S&T is to enable effective, efficient, and secure operations across all homeland security missions by applying scientific, engineering, analytic, and innovative approaches to deliver timely solutions and support departmental acquisitions. The purpose of this position is to provide staff to apply earth systems science to advance technology and knowledge to improve Performance, Policy, Strategy, Tactics, Techniques, Procedures, and Operational Impacts to the DHS mission. Incumbent applies familiarity and experience in earth systems and sciences to manage projects and support research to enhance mission performance of DHS components, states, and local and tribal governments to prepare for, respond to, and recover from catastrophic events.

You must meet the basic requirements of A or B below:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. (COPY OF TRANSCRIPTS ARE REQUIRED)

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to the basic requirements above:
For the GS-15: Your resume must demonstrate that you have at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: : 1) Presenting project plans and recommendations to stakeholders within the earth science research community; 2) Ensuring recommended earth science enhancements are in accordance with applicable laws, policies, and regulations; 3) Conducting social science research to develop recommendations for emergency operations.
For the GS-14: Your resume must demonstrate that you have at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Coordinates innovative projects to support, test, and evaluate high-performance machine learning systems using data analytics, mathematics, and computer science. 2) Develops and refines data analytics, data curation, linear algebra, statistical analysis, and optimization to identify problems and recommend solutions. 3) Tests and validates various machine learning concepts such as supervised learning, unsupervised learning, transfer learning, convolution, recursive networks, adversarial training to locate and classify various threats.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
