As a Project Manager, you will be responsible for project management of Prospectus Level projects, or projects that entail complex building and/or leasing projects, or project groupings which can comprise the most major, politically sensitive, and complex initiatives. Location of position: GSA, Public Buildings Service, Leasing Division in Anchorage, AK. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Leads development of comprehensive and detailed project plans including methodology, resource requirements, timelines, priorities and budget impact. Prepares timelines for project completion, implementing a system for review, control, and reporting on project status. Communicates and coordinates project plans, budget objectives and schedules with management of affected customer agencies to establish and/or manage customer expectations. Informs customer officials of project status and any requirements for additional agency initiated action. Manages all aspects of the project’s finances with the client including preparation, negotiation, presentation, approval, and communication of pricing, occupancy agreements, reimbursable work authorizations, and project  budget. Provides leadership and direction to a wide range of representatives from within and outside the Federal sector during the development and management of complex projects. Briefs key leadership on costs, impact, feasibility, alternatives, issues, recommendations and status of project development and implementation. May negotiate contract specifications and design changes with organizational elements of the agency and contractors. Participates in review of bids, contractors' negotiations and technical and business discussions with contractors. Monitors and assesses effectiveness of contractors in meeting contractual requirements. Oversees and/or reviews project designs and coordinates development of design and specification packages for purposes of bid and determines construction completion times and reviews overall cost estimates. Coordinates the activities of the A/E or other appropriate professional service contractors during all phases of the project. Ensures major leasing and development projects meet project requirements. Ensures the completion of project documents and makes certain they are uploaded into all necessary systems of record.

This experience must include: Managing complex projects (balancing scope/quality, schedule, budget and risk) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout; Interpreting multi-level customer needs and developing them into actionable requirements; Developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies; Managing multiple stakeholders by developing relationship strategies; Applying procurement knowledge and experience to manage contracts supporting assigned projects; and Negotiating sound real estate business transactions.
