About the Position: Utilizes a wide range of HR practices, regulations, and precedents sufficient to: provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices; use analytical methods to identify, evaluate, and recommend to management appropriate HR solutions; and provide written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence.
Duties
Provides guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria.
Assists in developing short and long range staffing plans to meet forecasted mission requirements, human capital losses, and changes in critical competencies.
Advises management on a wide range of staffing issues such as workforce shaping/reduction-in-force, special placement programs, recruitment methods, and special pay incentives.
Answers employment inquiries.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes interpreting civilian human resources laws to provide comprehensive advisory services on staffing functions; analyzing and recommending solutions to resolve civilian human resources problems/issues; advising management on recruitment methods and strategies; processing personnel actions; and creating a variety of human resources products such as: job analyses, vacancy announcements, referral lists, etc. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in business administration, human resources, or other fields related to the position to be filled.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
