You will serve as a Supervisory Contract Specialist in the Contracting Department of NAVSUP FLEET LOGISTICS CENTER JACKSONVILLE.
Duties
You will provide training to Contract Specialists and Purchasing Agents, recommend and addresses corrective actions for policies and procedures that impact acquisition management, mission accomplishment, and customer support.
You will be responsible for awarding and administering contract actions in accordance with a myriad of laws, regulations and policies.
You will assign work to subordinate members of their team based on priorities and consideration of the difficulty and workload of team members.
You will be responsible for the solicitation, analysis, evaluation, and negotiation of contractor?s proposals for highly complex and technical requirements within the branch.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized Contract Specialist experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector that demonstrates knowledge of contract administration/procurement principles, policies, regulations, and procedures to administer group contracts and post award procurement actions. Specific work experience must demonstrate some or all of the following duties: 1) Provides training to Contract Specialists and Purchasing Agents. Recommends and addresses corrective actions for policies and procedures that impact acquisition management, mission accomplishment, and customer support; 2) Review procurement documentation including performance work statements, source selection criteria, quality assurance requirements, terms and conditions, and provisions and clauses to ensure compliance with Federal, DoD, Navy, and NAVSUP regulations, policies, and directives; 3) Coordinate facilitate post-award contract administration duties including incremental funding, preparation of rate and cost adjustments, subcontracting plan management, coordination of time extensions, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, monitoring of Government property reporting, approval of progress payments, final payment, processing contractor claims and requests for equitable adjustment, contract closeout, and termination actions as appropriate; 4) Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work, assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance of subordinates.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
