Duties
The incumbent will:
Provide leadership, direction, and scientific advice on policies to integrate and improvements to implement for public health readiness and emergency response in support of the ORR Director. Provide scientific leadership and expertise in the development and execution of research projects, ensuring scientific soundness and technical feasibility.
Conceive, plan, evaluate, coordinate, and implement activities related to readiness and response research programs and/or projects that will assist in achieving the public health readiness and response goals of the ORR, CDC/ATSDR and HHS using information provided from the entire scientific and medical community to include other components of the Center, Agency, Department, and other Federal Agencies.
Perform assessments, make recommendations and approve public health readiness and response research study designs, analytical and experimental methods, data analyses, internal and external peer reviews, and abstracts of data and research findings.
Provide expert-quality formal and informal reports that address vital issues, multi-functional studies and analytical approaches, expert-level findings and cogent, substantive recommendations that are primarily used as the basis for key executive-level management decisions.
Establish standards of practice in collaboration with CDC/ATSDR scientists and external experts.
Identify and analyze issues and their impact on public health readiness and response policies as they relate to CDC program areas.
The Director will manage, oversee, and have full authority to execute the program budget, contracts, cooperative agreements and inter-agency agreements. The incumbent serves as a national and international subject matter scientific expert in the design and implementation of DRRS science and programs and participates in overall Division management responsibilities as they relate to providing a productive and creative programmatic climate within the Division.
Serve as a subject matter expert for readiness and response science activities in support of CDC Center-led and Agency-level response activations. Represent CDC and collaborate with HHS in matters associated with readiness and response activities and exercises.

Qualifications
Current federal employees must be at or equivalent to the GS-14 grade level to be considered for this position.
Basic Qualifications for RF-0602: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link); Association of American Medical Colleges (external link); Liaison Committee on Medical Education (external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME)(external link).
A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association(external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME)(external link).
A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.
Additional Requirements: In addition to meeting the Basic Requirements, applicants must also meet the following:
Five years of graduate training in the specialty of the position to be filled or one year of specialized experience which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, such as experience leading, directing, and managing a large public health program, such as scientific, public health, academic, non-governmental or other organization; while providing technical assistance to domestic and international partners on matters relating to the improvement of the generation; understanding, and use of readiness and response science to emergency preparedness, readiness and response activities. Typically, experience of this nature is gained at or above the GS-14 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.
Candidates must show clear evidence of specialized experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
This position has a positive education requirement. Applicants are strongly encouraged to submit transcripts or a list of applicable courses with their application package. Applicants who do not submit their transcripts (or list of applicable course work) will be evaluated based on the information provided in their application package (and/or resume) along with their responses to a self-certification question asking if they meet the basic qualifications listed in the vacancy announcement. Those deemed tentatively qualified will be referred for consideration. If selected, applicants will be required to provide an official transcript prior to the final job offer. If the official transcript does not support the educational requirements of the position, the applicant will be considered ineligible for the position.

- the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs
