This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position operates engineering equipment to perform both rough and fine grading on flat or rolling terrain in support of dam maintenance and flood control.

Duties

Operates diesel powered motor grader with articulated frame, front end hydraulic pump, 12' angle blade, scarifier and scraper attachments and D4 caterpillar with 8' power angle dozer blade and power winch to perform rough and fine grading. Moves earth on steep slopes, graded curves and shoulders, rocky ground, and other surfaces with rough features. Reads engineering stakes to determine degree/angle of fine grading (blue topping) required of slopes, inclines, ramps, curves, road beds, and building and sloping banks to exact specifications. Drives 5 c.y. dump truck and trailer, 3/4 ton to 5 ton trucks between Maintenance Yard and work sites, at work sites, and for hauling materials as required. Performs daily preventive maintenance servicing, inspecting, testing, adjusting, lubricating, and makes minor repairs when necessary. Reports to a dam during emergencies (heavy rains or floods) and performs emergency duties to include recording and reporting conditions as instructed.

Qualifications

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Engineering Equipment Operator ~ without more than normal supervision. Perform common operation of a 75-ton hydraulic crane, operating a construction-grade tractor and a 10-yard diesel dump truck and flatbed trailer. Perform common maintenance and repair tasks on electrical and mechanical components, equipment, and systems. Work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Heavy physical effort is used to perform work, requires constant reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate equipment and attachments. Physical movements used to control equipment are rapid; exertion level is significantly higher than normal. Considerable strain is caused by the constant vibration of the equipment in addition to the jerking and jolting caused by operating over rough surfaces. Works frequently in awkward or strained positions due to the location of some controls and attachments. Working Conditions: Work is performed in all types of weather, often in an open driver's seat or platform, on hills, slopes, grades, rolling surfaces, and forests. The operator is exposed to injury due to the possibility of the equipment overturning. He is subject to noise, vibration, dust, dirt, and fumes from the motor and exhaust, injury from heavy lifting, cuts and bruises, and usual traffic hazards.
