The incumbent serves as the Deputy Director for the full breadth of programs in one or more staff areas.

Duties
Formulates and directs the development of policies, objectives, practices, and standards that recognize the interrelationships between resources.
Interprets and implements policies, objectives, standards, programs, plans, and procedures associated with the overall management of assigned resources.
Provides authoritative advice on program area development, interpretation, and implementation.
Provides interpretation, direction, and oversight to grants/agreements and other instruments that are used to deliver forestry-assistance programs.
Collaborates with partners and others on Federal, State, and private lands with an emphasis on integrated resource management.
Serves as the principal contact for members of other Federal and State land management agencies, news media, user groups, local and national elected officials, and others who have an interest in these programs.
Speaks and makes decisions on behalf of the Director.
Leads in the development and management of partnerships with a wide range of natural resource interest groups and constituencies throughout the Region.
Leads the Region through oversight and guidance of various initiatives.
Performs supervisory duties 25% or less of the time.
Requirements

Basic Requirement:

Degree: Successful completion of a full four (4) year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
-OR-
Four (4) years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Biological Science Information Specialist, GS-0401 series:Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement as defined below. Degree: Successful completion of a full four (4) year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
General Physical Science, GS-1301 series: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement (or date of referral if an Open Continuous announcement) as defined below. Degree: Successful completion of a full four (4) year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in physical science, engineering, or mathematics that included twenty-four (24) semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least twenty-four (24) semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education.
In addition to meeting the basic requirement, you must also possess experience in the amounts listed below.
Specialized Experience Requirement:
For the GS-14: You must have one (1) year specialized experience equivalent to the GS-13 in the Federal service. Examples that demonstrate specialized experience include one or more of the following:
Provided management advice for processes and procedures regarding implementation and compliance of the National Environmental Policy Act (NEPA), the National Forest Management Act (NFMA) or equivalent, and policy that ensure efficiency and legal sufficiency in project implementation activities.
As a technical authority, formulated plans, policies and objectives and ensured compliance with multiple requirements of integrated programs and activities.
Reviewed long and short-range plans to ensure they are consistent with strategies and program emphasis in an approved land and resource management plan and recommended changes to such plans as appropriate.
Participated in collaborating with partners with an emphasis on integrated resource management.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
