Incumbent serves as a rangeland management specialist, with responsibility for managing, planning, scheduling, coordinating, reviewing, and reporting on an ecosystem-based rangeland management program on the unit. Duties

Duties listed are at the full performance level. Develop an overall ecosystem-based rangeland management program utilizing resource management plan goals, objectives, and decisions to implement actions that help achieve land management plan goals and objectives. Administer livestock grazing permits by consulting, coordinating, and cooperating with permittees and other rangeland users. Prepare, execute, and ensure the implementation of rangeland management program. The incumbent exercises independent judgment in interpreting, selecting, and applying the appropriate technical guides to specific problems. The work requires regular physical exertion, such as hiking, riding horses, or riding in trucks including 4x4s over rough, uneven, mountainous terrain. Exercise supervisory and managerial authorities and responsibilities less than 20% of the time. Determine permittee compliance with permits and make recommendations to correct discrepancies.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Basic Requirement, 0454 series: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement defined below. For more information on the qualifications for this position, go to: Rangeland Management Series 0454 (opm.gov) Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows: Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning. Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable. Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management. -OR- Combination of education and experience: at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-09: You must have one year of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as meeting one or more of the following: Assisting senior specialists in performing scientific and technical analysis and/or providing technical advice concerning rangeland management topics and/or issues; Assisting in performing recurring, well-defined, and moderately difficult range improvement projects such as preparing allotment management plans, locating, designing, and placing fences, signs, cattle guards, determining stocking and rotation schemes and similar projects; and/or Assisting in preparing segments of conventional range use plans under multiple use sustained yield concepts or developing simple activity plans. -OR- A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. -OR- An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-11: You must have one year of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as meeting one or more of the following: Analyzing environmental data and advising on conventional rangeland management monitoring, issues, and projects; Exercising independent judgment to perform recurring, well-defined, and moderately difficult range improvement projects such as preparing segments of land use plans under multiple-use sustained yield concepts, designing, monitoring, and implementing plant community changes, developing and implementing prescribed burns, or other initiatives of comparable scope and complexity; and/or Preparing segments of conventional rangeland use plans under multiple use sustained yield concepts or assisting in the development of activity plans that included range and watershed improvement. -OR- Three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree with a major directly related to the work of the position. -OR- A combination of graduate level education (beyond the requirements for a master's degree) and specialized experience that is directly related to this position, that together meets the qualification requirements for this position. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed.
