This position is located within the Revenue Operations at the VA Consolidated Patient Account Center (CPAC) in Detroit, MI. The Reimbursable Billing Technician serves as a primary on-station contact for Veterans and Veteran stakeholders for billing and revenue related questions and research within the VA.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7. At the GS-6 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Duties may include, but are not limited to the following: Performs 1st and 3rd party facility revenue actions by identifying the type of action, verifying guideline(s) requirements, and obtaining encounter-specific information using multiple automated data delivery systems. Evaluates the revenue-specific data and implements the most responsive and cost-effective means of preparing 3rd party revenue data for clean claims processing. Verifies the copayment status of actions and specific program requirements for care received to determine whether copayments for care outside the Agency and/or retroactive billing of copayments based on income-based exemption determinations are required. Determines whether a release of information (ROI) is needed and how to correctly document ROls for billing purposes. Obtains data and other information from VA-specific change notifications and ad-hoc reports to proactively or retroactively correct 1st and 3rd party billing. Performs daily reviews, audits, and/or corrective actions in response to workload activities or requests received directly from Veteran customers, OGG, internal and/or external compliance and quality measurement and performance teams, and the VA Office of the Inspector General (OIG). Documents account status updates, transactions, decisions, and other actions for facility revenue billing and payment activities in the EHR system of record. Accesses, reviews, operates, and processes various revenue specific systems, procedures, transactions, reports, and actions to identify, verify completeness and accuracy, locate missing data and/or information, process, and complete 3rd party billing encounter transactions and revenue-related activities for the purposes of VA revenue generation. Prepares specialty-specific 3rd party billing transactions, which are more complex and require research, preparation, and problem solving beyond traditional 3rd party billing actions. Performs other related duties as assigned. TO QUALIFY FOR THIS POSITION AT THE GS-06 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Have one full year of specialized experience equivalent to the next lower grade level in federal service. Specific qualifying specialized experience for this position is: experience performing customer billing and collection services for products, goods or services rendered; serving as a point of contact for customers/clients; and resolving billing problems or disagreements that arise. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. TO QUALIFY FOR THIS POSITION AT THE GS-07 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Have one full year of specialized experience equivalent to the next lower grade level in federal service. Specific qualifying specialized experience for this position is: experience performing customer billing and collection services for products, goods or services rendered; performing third-party billing procedures; serving as a point of contact for customers/clients; resolving billing problems or disagreements that arise; interacting with uncooperative persons or those unable to complete or meet billing obligations; and providing assistance and guidance to customers with debts referred for collection NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Customer Service (Clerical/Technical)InsuranceOrganizational AwarenessTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week.
