The primary purpose of this position is to manage and direct the functions of the Financial Management and Comptroller Office for an Air Force Wing; including coordination and development of the complete financial program throughout the organization; with subordinate groups and squadrons, and supported tenant or associate units.
Duties
Serves as the Director of the Financial Management and Comptroller for an Air Force Wing. Directs installationwide budgeting, cost analysis, and financial management activities. Manages the development of long-range plans, program goals, policies, and procedures.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters.
Represents the Wing on Financial Management and Comptroller issues with a variety of installation, command, and external contacts through meetings, conferences, written correspondence, email, and by telephone.
Conducts managerial and financial reporting of the financial posture of the installation. Develops forecasts of the financial posture of the organization based upon financial and resource management information gathered from various host base and tenant units and support activities for reporting to AMC, AFRC, and Air Force.

- TRAVEL AND RELOCATION EXPENSES WILL BE PAID in accordance with the JTR AND AFMAN 36-606. This is a centrally managed position.
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- The employee must obtain and maintain a Secret security clearance.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes providing operations-level professional budgeting, accounting, cost analysis, and financial management services through consultation, presentation, formal and informal reports and direct work on executing and maintaining the agency budgeting system and performing cost analysis projects; to resolve significant problems in the budget system planning and execution for a local installation and supported units.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of budgetary, accounting, or financial management functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the unit; in order to develop, coordinate, and maintain an integrated system of financial services.
2. In-depth knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
3. Skill to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
4. Skill to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
5. Skill to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies.
6. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Key - "This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available."
This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
