The primary purpose of this position is to is to serve as an Administrative Support Specialist for HQ AETC/A9, assisting in planning, directing, organizing, and exercising control over administration functions assigned to the Director of Analysis and Innovation.
Duties
Plans, organizes, and directs the activities of the Executive Services for the Directorate functions and activities to include the full range of executive support to Directorate divisions and the executive support staff for the A9 Directorate organization. Collaborates with CPS, AETC/A1, AETC/FM, AFPC, commanders, staff, and functional managers to identify performance measures for an effective management program. Develops goals and objectives to integrate the executive services function with organization objectives.
Provides guidance to Director, Executive/Deputy Director, SAS Commander and Division Chiefs on a broad scope of performance management issues in coordination with local Civilian Personnel Section (CPS), legal office and union representatives. Provides employee management assistance for assigned organizations where work processes are conceptual, judgmental, involve public contact, or are coordinative in nature.
Serves as a civilian personnel program management specialist coordinating and implementing a myriad of civilian personnel program services for HQ AETC/A9 Directorate. Evaluates requirements for additional civilian resources and balances needs with overall mission requirements and resource interest. Manages the Workforce Planning program for the respective unit. Functions as the advisor for issues associated with the civilian workforce as they impact the servicing mission to include workforce planning issues, workforce analytics, position restructuring actions, military to civilian and contractor to civilian conversion actions.
Prepares written correspondence and other documentation. Obtains information from a variety of sources, consolidates information, and develops into operational working/information papers and/or internal operating procedures. Develop recommendations for immediate and long-term courses of action that support accomplishment of the HQ AETC/A9 mission. Prepares a variety of documents to include briefings, policy letters, reports, orientation materials for new employees, and training courses for supervisors. In consultation with local CPS and/or other entities, assists managers, supervisors, and commanders with responses to inquiries from Congress, Higher Headquarters, and other federal agencies, administrative and union grievances, and EEO complaints.

Qualifications
In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes (1) improving efficiency and productivity of organizations and employees in administrative support activities or organizations of limited size and scope; (2) ensuring the administrative work of the organization conforms to the appropriate policies and specific procedures and provide advice and guidance to others within the organization on administrative and procedural requirements; (3) summarizing information from files and documents that requires recognizing which information is or is not relevant to the problem at hand; (4) gathering and organizing information by using established methods, techniques, and precedents, such as questionnaires, interviews, and review of computer data, and by comparison of past, present, and related program functions.

EDUCATION: have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position; or LL.B. or J.D., if related. COMBINATION OF EXPERIENCE AND EDUCATION: have less than the full amount of specialized experience required. However, I have at least one year of progressively higher-level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your transcripts
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-???????09 level is required to meet the time-in-grade requirements for the GS-???????07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of civilian personnel program operations carried out by administrative or professional personnel, or substantive administrative support functions.
2. Knowledge of civilian personnel management policies, processes, and techniques sufficient to advise management and employees regarding rules, procedures, obligations, and entitlements.
3. Knowledge of Analysis and Assessment programs/regulations, policies, and precedents, which affect related support operations and functions.
4. Knowledge of a basic budgetary and financial methods, practices, policies, procedures, regulations, and precedents.
5. Ability to establish effective working relationships and to communicate with tact, creativity, and resourcefulness, both orally and in writing. Ability to develop new or modified organizational work methods, processes, and/or procedures to improve organizational efficiency/productivity.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
