The primary purpose of this position is: To serve as Pacific Air Forces (PACAF) headquarters level operations program analyst. Plans, directs, coordinates, analyzes, and manages a wide range of activities associated with the execution of over 25 thousand Military Personnel Appropriation (MPA) man-days worth approximately 6.7 million annually.
Duties
Serves as the PACAF/A3/6 single point of contact for all PACAF gained Air Force Reserve Command (AFRC), National Guard Bureau (NGB) members, and Individual Mobilization Augmentees (IMAs) to meet PACAF's Operations Support Staff (OSS), Theater Operations, and specified aircrew requirements that exceed Active Duty capability.
Serves as the PACAF/A3/6 Manpower MPA Man-day Management System (M4s) single point of contact for all M4s requests for OSS and specific aircrew missions to include those that require waivers and deviations according to public law, DoD, Secretary of the Air Force (SAF), Air Force and PACAF policy for man-day use.
Participates in advance planning and reviews for future operations and contingencies with the 5AF, 7AF, TACC and PACAF staff.
Implements PACAF Command Policy on MPA Man-day Program. Represents the Operations Directorate and Pacific Air Forces on a wide range of issues relative to the Command's MPA man-day program.
Serves as the Air Reserve Component Operational Requirements Tracker (ARCORT) single point of contact for all HQs PACAF prioritized requirements.
Serves as the Co-lead Total Force Integration Working Group (TFIWG) Air Reserve Component Utilization single point of contact for all TFIWG for Non-Global Force Management (GFM) and GFM priorities for HQ PACAF.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, GS-0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of and ability to use the Manpower Military Personnel Appropriation (MPA) Man-day Management System (M4s), GDSS as well as a working knowledge of Microsoft Office programs used daily in preparation of work products and reports; knowledge of the wide range of air mobility operational concepts, capability, manning, and military organization structures; knowledge of aircrew, aircraft, enroute support organization and enroute station capabilities and limitations; and knowledge of and ability to use the Air Reserve Component Operational Requirements Tracker and Air Reserve Component Operational Requirements Tracker Secret for the submission and tracking of NON-GFM and GFM requirements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the wide range of air mobility operational concepts, capability, manning, and military organization structures; knowledge of aircrew, aircraft, enroute support organization and enroute station capabilities and limitations.
Knowledge of and skill in using the Manpower Military Personnel Appropriation (MPA) Man-day Management System (M4s) as well as, office automation software such as MS Word, PowerPoint, Excel, Access, etc., is highly desired.
Skills in fostering teamwork and positive customer relationships among groups with diverse demands.
Skill in resolving problems that is often obscure by nature and global in complexity.
Ability to locate, assemble, and compose information of a technical nature for reports, inquiries, presentations, and correspondence; to plan and organize work and meet deadlines under pressure.
Ability to communicate effectively both orally and in writing to large and small audiences.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
