About the Position: Manages Support Agreement Program (SAP), to include all Inter/Intra Service Support agreements (ISSA), Memorandums of Understanding (MOU), Memorandums of Agreement (MOA), and the Defense Regional Inter-service Support (DRIS) Program,for Walter Reed Troop Command and supported Medical Readiness Brigade (MRBde) National Capital Region (NCR) units.

Duties

Coordinates and negotiates with officials of various federal, state, local and/or host nation organizations to develop new agreements and discuss or renegotiate existing agreements. Evaluates proposed agreements for conformance to regulations, directives and guidance. Identifies areas which may impact command policy, resources, procedures and operations. Analyzes and assess assigned programs to determine operational effectiveness, efficiencies and productivity, related to performance of or support to Base Operations (BASOPS), Medical Readiness Command, or subordinate unit functions. Requires extensive investigation and coordination with internal and external agencies and formulation of mutually supportive guidance and execution.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires the incumbent be able to obtain and maintain Contracting Officer Representative (COR) certification within 60 days of employment.

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes develops agreements in accordance with government regulations; directs the review of all active support agreements to determine that the support provided or received is properly documented; AND provides guidance to both internal Commanders/Directors, agency chiefs or program managers and external officials at external agencies on support agreements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
