Duties
The Chief Medical Officer is a first-level supervisor, providing clinical oversight of the clinic/CBOC assigned. The Chief Medical Officer reports directly to the Regional Director.
CORE FUNCTIONS OF CMO:
Senior medical administrative and clinical position in the clinic.
Responsible for a number of activities related to the delivery of medical care in the PACT model and clinical services such as championing interdisciplinary teamwork; fostering a culture of excellence in healthcare; and ensuring ICARE in patient care delivery and patient care recovery. Duties also include routine medical peer review, clinical care quality improvement, and veteran experience advocacy.
Oversees the activities of the practice physicians and clinicians, including assisting in certain staff selections and directing clinic orientation processes for new staff in conjunction with the Regional Director.
Reports directly to the Regional Director, who is the responsible immediate supervisor, and ultimately to the Associate Chief of Primary Care.
MD CMO DUTIES and RESPONSIBILITIES
Attend and contribute to standing operations meetings by communication cascading of CBOC site specific performance data drill downs and strategic planning updates, with support of the Regional Directors, to these meetings.
Provides clinical oversight of the clinic/CBOC in conjunction with the Regional Director.
Assists in monitoring quality and appropriateness of medical care.
Assists in implementing and developing clinic policies and procedures.
Conducts clinical peer review of team clinicians and completes functional practice performance and on-going practice performance evaluations.
Leads site specific CBOC strategic planning for Primary Care.
Matrix management in collaboration with on-site RN Managers, MSA Supervisors, and Regional Directors, to include leading responses regarding clinical patient complaints, PATs.
Assists Regional Directors with OIG reports, White House Correspondence, etc.
Addresses emergency issues in conjunction with RN Managers and the Regional Directors and assists with cascade callback duties.
Supports physician, NP, and PA education and training.
Administrates and enforces all leave policies for individuals supervised, in collaboration with Regional Directors.
Utilizes workload statistics and other data to ensure optimum availability of staff to meet patient needs.
Anticipates clinic staffing vacancies and contingency needs. Prepares the clinician leave schedule with final approval by the Regional Director and Associate Chief of Primary Care.
Assists RN Manager in environment of care issues and safety planning.
Ensures optimal efficiency of PACT panels in the clinic with RN Manager, PCMM coordinator, GPM, and Regional Director collaboration.
Contributes to medical and ancillary staff learning environment and training.
Approves unexpected same day cancellation of clinics and coordinates contingency planning with the support of the Regional Directors and stakeholders.
Provides excellence in customer care recovery to mitigate in clinic transfers where possible and effectively manages transfers when there is a need for such action.
Provision of approximately 20% administrative duties and approximately 80% clinical duties.
Work Schedule: M-F, 8:00 a.m. - 4:30 p.m.

Requirements

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are:
Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
Those approved by the American Osteopathic Association (AOA),OR
Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.
Board Certification: Physicians are generally not required to be board certified for employment in VA; however, three circumstances in VA require physician board certification:
(1) If the position being filled is required to be a supervisor for medical students or physician residents (including fellows), the LCME, ACGME or AOA standards requiring a particular board certification credential will apply.
(2) If the position being filled will have faculty status with an affiliated medical school (for example, in joint recruitments with affiliated medical schools), then a medical school requirement for board certification will apply to the jointly recruited position.
(3) If the position being filled is required to be board certified by virtue of specific VHA policy (for example, as director of a cardiac catheterization laboratory or Director of Clinical Laboratory Medicine), then VHA policy requiring board certification will apply.]

Preferred Experience: Must possess a broad spectrum of clinical and administrative knowledge which provides the ability to manage a large Primary Care program, specifically with regard to Veteran and staff customer satisfaction, quality of services provided, and efficiency of service delivery

Physical Requirements: Applicants must meet physical standards for the position. A physical examination prior to placement is required. This is a designated drug testing position. After appointment, you will be subject to random testing for illegal drug use. Requires lifting 15-44 pounds; pushing (approx. 2 hours); reaching above shoulder; use of fingers and both hands; walking and standing from 3-5 hours and kneeling. Ability for rapid mental and muscular coordination simultaneously. Must have depth perception and ability to distinguish basic colors and shades of colors. Hearing aid is permitted.
