Duties
Provides technical guidance and assistance to Community Program Managers, Regional Designators, Regional Health Systems Administrators, medical/psychiatric referral centers, and Federal Prison System (FPS) facilities. Responsible for reviewing, evaluating, and initially designating inmates with medical problems to an appropriate facility for evaluation and/or treatment upon entering the FPS. Reviews, evaluates, and redesignates those inmates who are currently in FPS facilities who may have medical or psychiatric problems beyond the medical resources of that facility. Responsible for the overall management control, and movement of inmates with health-related problems throughout the FPS.

Qualifications
To be considered for the position, you must meet the following qualification requirements. Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas, such as budget, personnel, and procurement.
Some examples of this qualifying experience are:
Experience that demonstrates the knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. Additionally, he/she must be able to identify operational or program issues and initiate corrective action or recommend solutions with limited oversight.
Experience in coordinating, implementing, monitoring, and evaluating utilization review and risk management activities to ensure compliance with established operational procedures.
Experience overseeing a program, policy, or procedure or may assist in planning, directing, coordinating and evaluating policy. Their primary duties must have a significant effect on the formulation or execution of management policies.

Applicant must have a minimum of two years of experience with patient care and interventions, making decisions and recommendations about patient’s medical and mental health care needs.
