This position is located in the Veteran Transportation Program (VTP) at the Jesse Brown VA Medical Center, Chicago, Il. This position functions as a Work Leader over work performed by GS-2102-06 and 05 Transportation Assistants.
Duties
Duties Include:
Work Leader:
Distributes and balances the workload among employees in accordance with established workflow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy.
Keeps in touch with the status and progress of work and makes day- to- day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly.
Estimates and reports on expected time of completion of work and maintain records of work accomplishments and time expended and prepare production reports as requested.
Instructs employees in specific tasks and job techniques and make available written instructions, reference materials and supplies.
Gives on the job training to new employees in accordance with established procedures and practices.
Maintains a current knowledge and answer questions of other employees on procedures, policies, directives, etc. and obtains needed information or decisions from supervisor on problems that come up.
Checks on work in progress or spot checks work not requiring review and reviews completed work to see that supervisor's instruction on work sequence, procedures, methods and deadlines have been met.
Amends or rejects work not meeting established standards, refer to supervisor questions or matters not covered by standards and problems in meeting performance standards.
Monitors working conditions such as seating, ventilation, lighting, safety, etc.
Approves leave for a few hours or for emergencies.
Informs employees of available services and employee activities.
Resolves simple, informal complaints of employees and refer others to supervisor.
Reports to supervisor on performance, progress and training needs of employees, and on behavior problems.
Provides information to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs.
Transportation Coordinator:
Collects, compiles, and tracks data and statistical information in support of Veterans Transportation Service (VTS), within the VTP.
Performs a basic analysis of the data and generates a variety of reports.
Evaluates documents, e.g., sampling plans, permit applications and other data collection forms.
Reviews documents, reports and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate.
Plans consult processing flow to ensure veterans receive consultation services in a timely manner.
Plans for, organizes, administers and directs how the work will be accomplished for the VTS program.
Responds to "action required" notifications, ensuring the primary providers are correct.
Plans and provides support services in the following types of program areas: electronic records management; driver schedule set up and management; and space utilization services.
Beneficiary Travel Program:
Determines eligibility for the program and processes requests.
Determines which of several fund control points to utilize, entering authorizations, maintaining manual and electronic accounting records, performing regular reconciliations, and adjusting account balances.
Determines method of payment for authorized and unauthorized ambulance claims submitted for consideration.
Receives invoices for payment of transportation services; investigates authorizations, orders, and/or utilizes CPRS to review medical records.
Writes or selects appropriate letters explaining disposition of unauthorized travel claims.
Explains the regulatory guidelines to beneficiaries submitting any unauthorized ambulance claims to the facility for consideration for payment.
Reconciles vouchers, meal and lodging receipts, against authorization for accuracy prior to preparing certifications of payment.
Works with fellow VTP (VTS/BT) staff, other administrative staff, and clinical personnel as professionals and team members.
Responds to client requests and seeks resolution of family/patient/employee complaints.
Performs other related duties as assigned.
Work Schedule: One (1) position 6:00 AM to 2:30 PM and one (1) position 10:00 AM to 6:30 PM. Available work schedules will be discussed at interview.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Ad-hoc.

Qualifications
To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of this announcement. 08/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: At least one (1) full year of specialized experience equivalent to the GS-5 level in Federal Service. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position would consist of: experience in positions which required determination of eligibility and entitlement to medical care and services; practical knowledge of beneficiary travel regulations; working knowledge of the electronic medical record software and how to search and navigate records to acquire information; skill in the operation of computers, copiers, scanners, fax, calculator, and software programs such as MS Word, Excel and Office or other compatible software; skill in oral and written communication and interpersonal relations, to appropriately and courteously relate to internal and external customers; ability to train employees to accomplish tasks or projects; experience providing on the job training to current and new employees regarding travel regulations, procedures, restrictions, and allowances and to resolve conflicts or issues related to travel; and the ability to identify diverse regulations governing a wide variety of types of passenger travel to make arrangements and provide advice.
As a general rule, education is not credible above the GS-5 level for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Incumbent will be exposed to stressful working situations that require a professional attitude and collective reasoning. The incumbent is subject to a high volume of work, the need for accuracy, frequency of interruptions and ever-changing demands due to program changes.
Working Environment: Duties will be predominantly performed in one of the Veteran Transportation Program offices with intermittent trips to various locations throughout the Hospital catchment area both in and near patient care areas where there may be risk of exposure to disease. The incumbent must always remain composed in trying to assist veterans, their families and staff, who may be upset or in distress and hostile in manner. The incumbent may work with patients who are mentally disturbed and must be alert to the risk of physical abuse. Due to changing deadlines and priorities, work maybe stressful at times.
