The Miami VA Healthcare System is looking for Senior Social Worker Psychosocial Residential Rehabilitation Treatment Program (PRRTP). The Senior Social Worker is assigned to administrative responsibility for clinical program development and is accountable for clinical program effectiveness and modification of service patterns.
Duties
The Senior Social Worker in the Psychosocial Residential Rehabilitation Treatment Program is assigned to work with special patient populations at an advanced level with highly complex health or mental health problems and provide psychosocial interventions independently.
Duties include but not limited to:
Performs specialized treatment of complex physical or mental illness.
Incorporates complex multiple causation in differential diagnosis and treatment of veteran patients, including making psychosocial and psychiatric diagnoses within approved clinical privileges or scope of practice.
Provide individual, group, and family psychotherapy and advanced level case management interventions used in the treatment of veterans with psychosocial issues, post-traumatic stress disorder and other co-morbid conditions, such as polytrauma injuries, traumatic brain injuries, visual impairment, substance misuse and other serious disorders.
Develops and implements methods for measuring effectiveness of Social Work practice and services in specialty areas, utilizing outcome evaluations to improve treatment services.
Able to demonstrate the ability to design changes based on empirical findings.
Offers consultation to colleagues and students on the psychosocial treatment of patients treated in specialty areas, rendering professional opinions based on experience and expertise and role modeling effective Social Work practice skills.
Demonstrates the ability to teach and mentor staff and students in the special area of practice and to provide supervision for licensure or specialty certifications.
Works effectively with psychosocial needs along with the interdisciplinary team and provides recommendations for treatment planning and case management.
General knowledge of veterans' benefits and services relating to special programs, service-connected compensation, non-service-connected pension. Facilitates referrals based upon veterans needs and eligibility.
Provides education to patients regarding advance directives and completes the living will and/or durable power of attorney for health care, if requested by the veteran.
Able to meet the needs of customers while supporting VA missions.
Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner.
Provide the customer with consistent information according to established policies and procedures.
Handles conflict and problems in dealing with the consumer constructively and appropriately.
Has working knowledge and skill in the use of word-processing, data management and other computer systems, especially those programs in use by VHA.
Uses sound clinical judgment in making decisions and initiating action and performs duties independently or with moderate input by the PRRTP Treatment Team, reporting to the Mental Health and Behavioral Science Services PRRTP Director and the Section Chief of Mental Health Social Work.
Provides consultation to the PRRTP team and the PRRTP Director about complex or unusual situations, keeps them informed of the status of active cases, and collaborates with the Program/Service leadership to develop short- and long-range objectives.
Exercises independent judgment in the practice and provision of psychosocial services (clinical care, consultation, case management, and education). Serves as the assistant to the Program Director and consults with peers, team members, Section Chief of MH Social Work, and the ACOS Mental Health, as needed.
Reports to and receives clinical assignments from the PRRTP program director but accomplishes assignments independently in a manner he/she deems appropriate and necessary.
Work Schedule: Monday through Friday, 8:00 am to 4:30 pm, with rotating tours of duty as needed.

Qualifications
Applicants pending the completion of educational, or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ? 7403(f).
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates.
GS-12 Senior Social Worker candidates must have the following:
Experience/Education: The candidate must have at least two (2) years of experience post advanced practice clinical licensure and should be in a specialized area of social work practice of which, one (1) year must be equivalent to the GS-11 grade level. Senior social workers have experience that demonstrates possession of advanced practice skills and judgment. Senior social workers are experts in their specialized area of practice. Senior social workers may have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty.
Licensure/Certification: Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.

Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management.

Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes.
Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills.
Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area.
The full performance level of this vacancy is GS-12.
Preferred Experience: VA Experience in administration and management. Experience with managing Mental Health training programs.

Physical Requirements: The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty.
