Duties
This position is organizationally aligned to the Healthcare Technology Management Section - Engineering Service Line at the Edward Hines Jr. VA Hospital (578) - a Level 1a Complexity VHA Facility. The primary purpose of the position is to maintain electronic patient transport and communication devices, such as beds, patient lifts, nurse call systems and televisions. As experience and knowledge is gained and competency is
demonstrated, the position functions include converting theoretical ideas of engineers into practical approaches for the modification or development of units or electronic devices in support of complex electronic systems; testing and maintaining equipment; and serving as a COR.
Major Duties:
Participates with engineering staff in assigned portions of projects related in end service maintenance of electronic automated test equipment in support of maintenance, repair, and overhaul of electronic equipment and systems.
Determines whether existing test equipment can be utilized to meet specific testing requirements, or whether modifications are necessary.
Analyzes technical equipment data to determine feasibility of modifying existing equipment. If existing equipment requires modifications, prepares schematics and detailed specifications for the construction of interface devices, etc.
Works with shop personnel in construction of interface devices, plugs, etc. Conducts tests of devices, making adjustments as necessary, to ensure testing requirements are met.
In the procurement of new equipment, works with engineers to review technical data and design characteristics of new equipment. Tests and checks the effects of a variety of environmental conditions including shock and extreme pressure on equipment.
Determines the range and quantity of parts required in support maintenance requirements for electronic equipment to be provided by service or maintenance contracts.
Develops the technical specifications for procurement service contracts for maintenance of electronic parts provided in contractor listings. Studies engineering specifications, manufacturers' manuals and observation of equipment.
Examines equipment in shop areas to determine design, testing capability and the operational characteristics to determine the range and quantity of parts required to support the equipment.
Determines availability of items through procurement or whether repair parts can be fabricated in maintenance shops. Prepares descriptions of requirements for use of technical procurement staff in negotiating contracts. Researches technical brochures and contractor supplied data to determine the requirements for parts for specialized test equipment. Determines and recommends modification to or substitute parts to support the service/maintenance requirement in lieu of procurement through service maintenance contracts. Assures that all technical specification data including "sole source" justification when required is included.
Initiates action for the construction of repair parts.
Furnishes specification data for parts to be fabricated by shop personnel.
Serves as Contracting Officer Representative (COR) for service maintenance contracts for repair and maintenance of electronic equipment. Furnishes technical data to procurement personnel. Ensures that contractor work is in compliance with the contract specifications by on site checks of work and review of contracts. Provides technical data to procurement personnel in their negotiation of service contracts.
Initiates actions to have changes and modifications to contracts based upon new or revised workload program requirements. Maintains contacts with contractor representatives in obtaining technical data for the assigned equipment, insuring that the most current equipment configuration is maintained.
Reviews trade publications and other literature electronic equipment to stay informed of changing technology.
Attends meetings and conferences as required to present data and assure that assigned equipment is maintained and updated. Furnishes technical data for inclusion in briefings and reports to higher headquarters.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a wide range of specialized methods, techniques, and principles of electronics and equipment sufficient to determine specific requirements to design, redesign, fabricate, and modify electronic systems and equipment; select circuit configuration and determine equipment placement, cable routing, and perform integration for various equipment or systems; maintain on-line operational reliability of a variety of complex electronic equipment and systems; test, align, and repair a wide variety of specialized test equipment; determine fabrication and construction requirements regarding test equipment; perform preventative and nonscheduled corrective maintenance by diagnosing malfunctions and operating difficulties; develop methods and procedures for maintenance and testing of systems and subsystem components; and maintain modification records for associated systems and equipment. Education: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a major of study that is undeniably related to possessing the knowledge, skills, and abilities needed to successfully perform in this position.
