This position is located in the Bureau of Land Management (BLM) Oregon/Washington State Office, Branch of Biological Resources.
Duties
The incumbent serves as the program lead for the State's Special Status Species (SSS) program, which includes Federally listed threatened and endangered species and BLM-designated sensitive species, in the Bureau of Land Management (BLM) Oregon/Washington State Office (OSO).
Serves as principal advisor and authoritative expert for the State Director, Deputy State Director, district and field managers, and relevant staff in interpreting Department of Interior (DOI) legal responsibilities under the Endangered Species Act and the Bureau's special status species policies.
Provides leadership to ensure SSS program management goals, objectives, and ESA consultation requirements are included in land use plans and subsequent environmental assessments. Reviews plans and recommendations from field offices for SSS program adequacy and compliance with policies, guidelines, and laws, such as the ESA (1973), the National Environmental Policy Act (NEPA) of 1976, the O& C Revested Lands Sustained Yield Management Act (1937), and the Federal Land Policy and Management Act (FLMPA) of 1976.
Provides a leadership role in BLM's implementation of the Interagency Spotted Owl and Marbled Murrelet Effectiveness Monitoring programs. Facilitates and coordinates the development and implementation of inventory, monitoring, and research on other SSS populations and their habitat.
Develops and maintains relationships with management officials and staff at Headquarters (HQ) and local, State, Tribal, and other Federal agencies involved in resource management to ensure compliance with the regulatory and statutory requirements of those entities.
Develops guidance and directives for compiling and coordinating annual work plan (AWP) and budgeting efforts, including, tracking workload accomplishments, entering justifications, and tracking program expenditures. Responsible for integrated budget development for the SSS portion of the Forestry Program (L6300) and the Wildlife Habitat Management Program (L1170). Budget responsibilities include all facets of the Bureau's AWP development, as well as monitoring budget planning and performance management systems.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.
You must meet the BASIC Requirement *AND* the ADDITIONAL Requirement in order to qualify for this position.
BASIC Requirement for the 0486 series:
A. Degree in biological science that included: At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and At least 9 semester hours in botany or the related plant sciences. Note: You must submit your transcripts.
OR
B. Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education. Note: You must submit your transcripts.
*AND*
ADDITIONAL Requirement: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying.
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) providing guidance on issues of current research in wildlife biology field and its application to habitat management, automation of wildlife management programs, or policy determination and interpretation; (2) consolidating wildlife related budget submissions such as program year budget plans, preliminary annual work plan and supplemental project plans for a wildlife management program; (3) serving as a technical expert for terrestrial wildlife habitat and species management; 4) negotiating cooperative agreements or memorandums of understanding with special interest groups and other organizations.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
