Duties

The incumbent is the assistant to the Emergency Management Specialist (EMS) and will provide the health care system in sustaining national and/or regional support to the Comprehensive Emergency Management Program. Duties include but are not limited to the following: Provide support for the VA medical center assessments, operations, planning, liaison, mission activities and functions. Manage and coordinate the procurement, mobilization, utilization and demobilization of resources and assets. Contribute in the planning/organization of activities ensuring that training and/or operations requirements are fully integrated. Provide assistance implementing workforce goals and coordinate personnel resources at the VA medical center. Ensure annual programmatic objectives are in concert with/support VAMC and VHA strategic plans and/or goals. Analyze/evaluate on a quantitative/qualitative basis the effectiveness of programs or operations in meeting established goals and objectives. Provide input to the EM manager of Federal, State, local governments, hospital coalitions and/or consortiums emergency management plans. Recommend program changes to improve quality. Analyze/coordinate the implementation and/or evaluation of exercises to test and critique VHA comprehensive emergency management plans/programs. Assist in the development/solidification of Memorandums/Agreements publicizing risks or public education and training required for emergency management resources and services. Provide input in the revision and review of policies, procedures, mission objectives and/or organizational design for mission accomplishment. Serve as an advisor/representative for issues when assigned or in the absence of the EMS. Advice/guide to Healthcare system Director, Deputy Director, VISN and VAMC Directors, Service Chiefs and/or other program managers on all aspects of emergency management. Establish/maintain relationships with the stakeholders, and/or community in order to communicate and disseminate program information. Assist in the tracking of contingency supplies and/or equipment, maintenance of databases and resource requirements to meet objectives. Assist with the review and reporting on preventative maintenance of deployable assets. Assist in the identification, training and recruitment of qualified volunteers who register for disaster management. Assist the First Receiver Decontamination Unit Leader in organizing and coordinating all areas related to the Decontamination Response Team. Maintain an inventory of Powered Air Purifying Respirators (PAPR) and other decontamination equipment. Ensure training is provided to the Decontamination team. Provide support for the Hospital Incident Command System (HICS) for drills, exercises and planned events. Work Schedule: Monday thru Friday, 8:00am - 4:30pm Telework: Not available. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Setting up drills, responding to emergency calls, determining threat status, supply management during emergency procedures, safety training, Clinical background, experienced trainer on emergency management tropics, Assist with drills, purchase card holder, COR I, conducts critiques and after action reports on incidents, Assists with DEMPS deployments, administers EAAS mass notification system, etc. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's degree. GS-11 Specialized Experience: In addition to meeting the time-in-grade requirement, you must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting in i.e. preparing, carrying out or coordinating emergency functions to e.g. prevent, protect from, mitigate against, prepare for, respond to, recover from emergencies and/or disasters. OR Education: Must possess a master's or equivalent graduate degree OR possess 2 full years of progressively higher-level graduate education leading to such a degree OR possess LL.B. or J.D., if related. You will be rated on the following Competencies for this position: Administration and ManagementDatabase AdministrationEducation and TrainingFinancial Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary during non-emergency situations. However, participation in field exercises and operational support missions may require strenuous physical activity to include carrying persons and equipment, walking long distance, climbing, working long hours, long periods of standing, and bending and stooping. May include various housing and living conditions to include non-climate controlled, limited privacy sleeping facilities (for example, cots, tents, "hot-bunking", gymnasiums, or similar), limited shower and laundry facilities, and limited feeding options (such as shelf-stable meals, meals-ready-to-eat (MRE's), and field kitchens). Incumbent must have and maintain a valid motor vehicle operator's license. During emergency situations the incumbent may be required to remain available 24 hours per day, seven days per week for multiple weeks. Incumbent is subject to work under emergency notification and contact procedures. EMS will be provided and must carry a government provided mobile communication device.
