Assists in advising on the park's cultural resources, particularly history. In concert with the supervisor or higher-graded specialist, identifies, evaluates, and monitors cultural resources, identifies potential threats, and makes recommendations to management regarding status and mitigation of impacts (present and future).
Duties
Assist in administering provisions of the National Historic Preservation Act (NHPA) and NPS Policy for cultural resources. Support collaborative work with the State Historic Preservation Officer (SHPO) to assure provisions of Section 106 of the NHPA are fulfilled. Work across disciplines within the NPS and with partner agencies and interest groups on a regular basis. Assist in actively engaging federally recognized American Indian tribes on programs and projects. Review and/or prepare comments for environmental review documents as related to cultural resource impacts.
Qualifications
All qualifications must be met by the closing date of this announcement-08/14/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
You must meet the US. Office of Personnel Management's (OPM), Basic Qualification Requirements for the History series, The History Series GS-0170 Basic Requirements are: A Degree in history or related field that included at least 18 semester hours in history -OR- possess a combination of education and experience--courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, plus appropriate experience or additional education. You must include transcripts.
In addition to the above basic education to qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one year of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is experience that demonstrates the knowledge, skills, and abilities necessary to perform successfully the duties of the position to be filled. Experience must include a working familiarity with the content and organization of historical files and records or other records depositories or libraries. Examples of qualifying specialized experience include, but are not limited to, the following: (1) research problems locating all pertinent historical evidence; (2) investigate cultural sites, natural resources, historic scenes, and subjects not documented in park files to a level adequate to identify, protect or interpret them properly; (3) monitor and report on condition of resources as it relates to the historical and cultural setting; (4) communicate orally and in writing to distribute information and present findings of historical research analyses; (5) draft workplans and implementation strategies to accomplish restoration or mitigation actions or participate as a team member in accomplishing projects such as conservation of historic objects or oral histories. You must include hours worked per week.one year of specialized experience equivalent to the GS-07 level in the Federal service. EDUCATION: Successful completion of at least 2 years of progressively higher-level graduate education leading to a master's or equivalent graduate degree in history or a related field such as historic preservation. You must include a copy of your transcripts.

Successful completion of a combination of education and experience as described above. Note, only graduate education in excess of the first year of progressively higher level graduate education is creditable toward meeting the specialized experience requirements. One full year of progressively higher graduate education beyond the first year of graduate study is equivalent to 1 year of specialized experience. For example, if a school's requirement for 1 year of graduate study is 18 semester hours, only graduate education beyond the first 18 semester hours can be combined. If you have 6 months of the specialized experience described above (50% of the experience requirement), and 27 semester hours (3 full semesters) of progressively higher graduate education in a directly related field from an accredited institution (50% of the qualifying education requirement), then you would meet 100% of the qualification's requirement. You must include a copy of your transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
