The primary purpose of this position is to To assist the Youth Center Director in planning, implementing and carrying out a military recreation program for youth ages 5 - 13.

Duties

Plans, organizes, coordinates, and implements a developmentally appropriate and diverse educational, recreational, and leisure program which meets the needs of base teenage youth. Manages the Pre-Teen and Teen Program. Monitors day-to-day operation of the Pre-Teen and Teen Program; assisting the Youth Director in oversight of program management, administrative duties, facility, property, and maintenance. Provides supervisor with program data for various statistical reports and studies required or requested by higher organizational level and other like human services agencies. Administers Pre-Teen and Teen Center resource programs. Provides input and recommendations to the annual appropriated fund (APF) and non-appropriated fund (NAF) budgets for projected resource requirements. Provides a safe and healthy environment for youth. Assists in developing marketing strategies to promote and publicize the pre-teen and teen program and increase awareness and participation.

  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

  • This position has been identified as having "regular contact with children". IAW Public Law 101-647 Section 231. An FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed on any person selected for this position.
  • May be required to travel on military and commercial aircraft when performing temporary duty (TDY).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management positions - Recreation Specialist Series 0188 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs for pre-teen and teens; implement innovative programs which effectively combine available resources and to appeal to a diverse youth population; Assist with program management, administrative duties, facility, property and maintenance of a pre-teen and teen day to day operation; Provide input and recommendations to the annual appropriated fund (APF) and non-appropriated fund (NAF) budgets for resource requirements. OR EDUCATION: Successfully completed one full academic year of graduate-level education in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as General Recreation, Outdoor Recreation, Recreation and Parks Leadership, Wild Land Recreation Management, Natural Resources Recreation, Youth Recreation, Public Urban or Community Recreation, Special Populations Recreation or Physical Education. OR I have successfully completed all the requirements for a bachelor's degree in a related field and am claiming Superior Academic Achievement. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of recreation and leisure program planning concepts, principles, and methodology. Knowledge of youth development theory, methodology, and practices relating to physical, intellectual, social, and emotional development. Knowledge of youth activities regulatory requirements, policies and practices Skill in preparing budgets, program evaluations, and facility administration; managing financial and physical resources of teen programs; and in effectively organizing and utilizing available resources within the program framework. Ability to communicate effectively orally and in writing. Ability to develop and maintain good working relationships, and be an effective leader for a working group. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
