This Principal Deputy Coordinator is located in the President's Emergency Plan for AIDS Relief (PEPFAR) Office, Bureau of Global Health Security and Diplomacy (GHSD).  GHSD/PEPFAR oversees and directs all resources and activities of the PEPFAR - the USG initiative focused on saving and improving the lives of those suffering from HIV/AIDS around the world.

Duties

The GHSD Principal Deputy Coordinator is a PDAS equivalent position and reports directly to the Ambassador-at-Large, U.S. Global AIDS Coordinator, and Senior Bureau Official for Global Health Security and Diplomacy.  In this leadership capacity, the incumbent is the second-in-command to the Coordinator for PEPFAR and manages the day-to-day activities of the GHSD/PEPFAR organization, including its five offices and three units.  The incumbent is responsible on a continuing basis for strategically devising, overseeing, guiding, and coordinating activities undertaken to support implementation of PEPFAR, including activities administered by U.S. Government departments and agencies as well as the activities of foreign governments, multilateral organizations, the private sector, and civil society entities.  Specifically, the incumbent:

Requirements

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Incumbent will be subject to random drug testing.
  • Requires a financial disclosure statement, OGE-278.
  • One year probationary period, unless excepted by regulation.
  • Verification of employment eligibility in the United States is required.

Qualifications

Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications (last five questions). Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. You should limit your narrative to two pages per Mandatory Technical Qualification and Executive Core Qualification. Your experience and resume should explicitly demonstrate the following: MTQ 1:  Extensive experience strategically devising, overseeing, guiding and coordinating activities undertaken to support implementation of a large foreign assistance program, including engagement with U.S. government agencies, foreign governments, multilateral organizations, and the private sector, including civil society entities.  I have an expert ability to advise senior management officials regarding policy implications of issues and developments affecting program implementation. MTQ 2:  Demonstrated expert knowledge of the Federal statutes, pending legislation, Executive Orders, court decisions, and Administration policies relating to matters and issues affecting the delivery of international health programs.  I have substantial familiarity with the HIV/AIDS treatment, prevention and care activities in the countries where the U.S. government is implementing bilateral and regional HIV/AIDS programs.
