About the Position: Serves as Garrison Resource Management Officer for a medium or large multi-mission military installation. Has authority and responsibility to direct, coordinate, and provide advice and assistance to the Deputy to the Garrison Commander and staff for resource management activities.
Duties
Provide oversight on matters regarding fiscal policy and law, Program Objective Memorandum (POM) input, risk analysis, Internal Management Controls, civilian pay issues, and budget program.
Evaluate current and long-range program requirements.
Investigate funding problems, policy issues, and program elements affecting resource management functions.
Provide oversight and advise Program Objective Memorandum (POM) input for TDA changes and reductions.
Provide oversight to program requirements that hiring actions have an authorized position or approved terms position.
Provide leadership, direction, and coordination of Garrison resource management programs and activities.
Serve as member and advisor to Program Budget Advisory committee.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a Secret security clearance for the duration of employment.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

Specialized Experience: One year of specialized experience which includes experience with budget/resource management functions such as coordinating the implementation of budgetary or financial management program of an organization, analyzing budget or financial program data to develop annual/multi-year budget estimates for assigned programs/activities, identifying, analyzing and resolving a wide range of resource management issues in relation to internal operating budget, finance, and/or program management, interpreting and applying laws, regulations, policies, standards, or procedures to specific financial issues. Experience directing and evaluating the work of subordinates or leading, directing and/or integrating various Resource Management programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
