Maintains the accounts for Nutrition and Food Service , consisting of 8 or more recurring control points and 6 or more non-recurring project control points, for maintenance/repair parts and supplies, vendor services, operating supplies, boiler and water treatment chemicals, personal protective equipment, safety supplies, maintenance and service contracts, construction contracts, vehicle rental, utilities and fuel.
Duties
Duties include but are not limited to:
Keeps current files of all requests for materials, supplies, services, and equipment from FMS funds. Checks requests for accuracy and determines the appropriate cost center and control point to be charge.
Analyzes and reviews obligations for accuracy. Records obligations in the appropriate control point record.
Prepares a status of-funds report, showing a breakdown of commitments, obligations, total expenditures, and remaining balances. Provides information to the Chief to prevent over-expenditure of funds.
Verifies the validity of all invoices received with the appropriate personnel, obtains appropriate signatures, and returns invoices to Fiscal Service for payment. Maintains files on all invoices to avoid duplication of certifications.
Assists the Chief in the preparation of the annual budget requests for operations and projects by compiling and consolidating data on expenditures, analyzing by cost center, showing trends, and providing historical budget data.
Notifies ISO or designated alternate upon disclosure or suspected disclosure of sensitive data by others. Regularly follows and adheres to established policies and procedures of the medical center's Automated Information System (AIS) security program, as specified in Policy Memorandum No. 00-15.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify for the GS-6 grade level, you must meet the following requirements below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: broad knowledge of agency procedures and processes covering a wide range of budgetary transactions involving two or more appropriations with different guidelines or a comparable mix of appropriated funds and/or revolving fund accounts to process and extract budgetary data from a variety of forms, documents, and reports. The knowledge is also applied to resolve problems such as balancing accounts, adjusting discrepancies, developing control records, verifying the accuracy of budgetary data, transferring funds between accounts and object classes among different appropriations, and to prepare reports on status of funds, supplementary guidance concerning the form of budget estimates submitted, as well as recurring or special budget reports.

Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.

Information Management - Identifies a need for and knows where or how to gather information, organizes and maintains information or information management systems.
Communications - Effectively expresses information to multiple audiences through clear, convincing oral and written communications; demonstrates logical thinking when describing facts and concepts, and shapes communications to meet the needs of a specific audience; actively listens to others and demonstrates understanding of their comments and/or questions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work requires some physical effort, such as standing, walking and prolonged sitting at a desk operating computer terminals, typewriters and calculators. May be required to lift files up to 10 pounds.
