The Pharmacy Technician - Inventory Specialist is responsible for all prescription and non-prescription medication and supply purchasing and inventory control for Pharmacy Service at VASNHS. This responsibility mandates compliance with all VHA and federal rules and regulations regarding contract compliance, purchase card procedures, reconciliation requirements, control point rules, controlled substance purchasing, purchasing documentation maintenance, and general inventory control processes.

Duties

Major Duties include but are not limited to the following: Procurement/Inventory: Procures, receives, stocks, maintains inventory, rotates stock to minimize expiration and under/overstock, performs necessary returns and destruction of all items in Pharmacy inventory. Procures formulary and non-formulary pharmaceuticals and medical supplies in direct support of the medical center using prime vendor and non-prime vendors, and by using basic accounting and budgetary skills to ensure Pharmacy inventory is maintained in the most cost-effective manner and within the Service budget. Establishes and modifies as necessary appropriate ordering intervals, inventory levels, and the most cost-efficient ordering quantities using the automation software, prime vendor, and/or other mandatory sources; using the prime vendor database, reviews cost data and availability to adjust purchasing and product selection. Maintains inventory turn-over to ensure effective inventory and budget management. Reviews inventory in all pharmacy storage/dispensing areas & automations prior to placing orders and ensures all purchased products are received and accounted for in appropriate pharmacy VISTA software packages. Hazardous Pharmaceuticals and Medication Returns: Works with the Green Environmental Management Systems (GEMS) department, Incumbent establishes and maintains the Service program to identify, store, and dispose of hazardous pharmaceuticals according to regulation and policy. Documents all activities and educates pharmacy staff on procedures for managing hazardous pharmaceuticals. Establishes and maintains the Service medication returns program by serving as the point-of-contact with the contracted reverse distributor and educating pharmacy staff on procedures for medication returns and destruction. Coordinates stock reviews to ensure the removal of expired medications and storage in a secured area. Outpatient/Inpatient Pharmacy Activities: Performs a variety of pharmacy technician activities as needed and as assigned. Prepares prescriptions for final check by a pharmacist according to Service policies and procedures. Assists patients and dispenses completed prescriptions at the pharmacy window according to Service policies and procedures. Prepares prescriptions for shipping according to outpatient procedures and by using vendor software. Provides service to patients and VASNHS staff via the Telephone Care Clinic according to Service policies and procedures. Basic Requirements: 1. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. 2. English Language Proficiency: Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English. 3. Education or Experience: A high school diploma or equivalent; or at least 3 months experience. 4. Certification: Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above. Loss of Credential. An employee in this occupation who fails to obtain licensure/certification/ registration within the required time frame, or who fails to maintain the required licensure/certification/ registration must be removed from the occupation, which may also result in termination of employment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Pharmacy Technician, GS-7 Experience: One year experience at the next lower level and must fully meet the KSAs at the next lower level. Demonstrated Knowledge, Skills, and Abilities (KSAs): In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*): *1. Ability to evaluate, analyze workflow, and coordinate work activities. 2. Ability to independently gather, evaluate, and analyze data to generate reports and/or for other projects/statistical purposes. 3. Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff 4. Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment. 5. Comprehensive knowledge of the procurement and formulary process. 6. Comprehensive knowledge of investigational drug policies and procedures. 7. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures. 8. Comprehensive knowledge of, and ability to, analyze data in VA information systems. Preferred Experience: Experience in file management and automated inventory management systems: familiarity with purchasing contracts, GEMS polices/hazardous materials.
