The duty location may be negotiable within any DOI California office. Additional positions may be filled from this announcement if they become available.

Duties

Responsible for the technical and administrative supervision of a professional and technical survey team. Plans work, assignments, develops performance standards, provides instructions, evaluates work performance, and identifies training needs. Assist with program budget submissions, makes recommendations, and ensures program accomplishments are within budget allocations. Carries out and coordinates supervisory duties in accordance with regulatory requirements in areas such as recruitment, diversity, EEO, merit system principles, safety, performance management, ethics, conduct, discipline, and hiring. Instructs and mentors staff on technical and legal matters relating to surveys and title records processing. Provides written or verbal responses to the public, State of California Lands Commission, private surveyors, and other federal offices on miscellaneous technical inquiries concerning interpretation of past and present land surveys. Directs survey crews in conducting cadastral surveys or resurveys necessary to determine the correct location of specific land corners and/or lines. Determines where obliterated corners previously existed by study of records and on the ground evidence. Prepares or supervises preparation of technical material, including field notes and plats, investigation reports, technical responses, property descriptions, and project reports. Serves as an independent field unit manager with technical and managerial responsibilities for unit areas and extensive projects. Provides management advisory services to line officers on complex technical problems. Analyzes cadastral surveys and their topographic relationships where older cadastral work of varying accuracy is involved. Researches the various records of the counties, State Lands Commission, State Planning Office, Bureau of Land Management, and other federal agencies for material which may relate to or affect government lands and adjoiners. Ensures cadastral surveys are well grounded in both federal laws and state laws when and where applicable. Ensure that the boundary of federal lands have been properly located and all rights for federal and private have been observed and considered.

Qualifications

This position has an individual occupational requirement (IOR) that must be met to be considered. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. In addition to the IOR, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Serve as a lead surveyor within a team. Perform surveys in the full field-to-finish mode, using electronic data collection and computer-based measurement software. Coordinate and integrate separate phases of survey projects and exercises professional knowledge and judgment in adapting and applying field survey methods. Planning and conducting surveys and resurveys involving problems of substantial variety and complexity. Experience resolving or re-determining the position of lost corners using sound methods and procedures. Evaluating complex or poorly defined evidence to reach sound and legally defensible conclusions. Education may not be substituted for specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Majority of the work is performed outdoors in a field setting, involving hiking and carrying heavy tools and objects, over rough terrain, including survey instruments, tripods, and camera equipment. Field work is very physically demanding. Surveys may require cutting brush and clearing lines through a variety of terrain and requires situational awareness and continuous attention to ensure safety. Work Environment: Work is mostly performed outdoors, usually in areas of heavy brush, including poison oak, snakes, scorpions, ticks, and wild animals and in remote areas. Extensive travel away from duty location may be required. Remote locations may have limited vehicle access and wilderness settings. Agency safety rules must be followed.

Education

This position has an individual occupational requirement mandated by OPM. Applicants must meet one of the below requirements to be considered:
  • A degree in land surveying or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.
  • A combination of education and experience that includes courses equivalent to a major in land surveying or civil engineering as described above, plus appropriate experience, or additional education.
  • Possess a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
