Duties

This position serves as a Human Resources Assistant within the Utah State Office for the Bureau of Land Management. This is a developmental HR Assistant, performing a variety of reoccurring assignments while receiving training sufficient to provide technical support within the Recruitment and Placement program. Full performance of this position is a GS-07. Researches Federal laws, regulations, policy, and practices in order to perform a full range of support assignments within the Recruitment and Placement program. Answers basic, routine questions from internal and external customers regarding general hiring procedures and requirements to be followed for various types of recruitment and placement actions. Prepares and processes a full range of personnel actions using an automated personnel processing system (Federal Personnel Payroll System (FPPS). Serves as the primary point of contact for new hires, ensuring the onboarding process is seamless and all required paperwork is completed. Establishes employee electronic Official Personnel Folder (eOPF) for all new hires, ensuring documents are scanned and catalogued into the eOPF system. Analyzes factual data, identifies the scope and nature of problems or issues, and applies appropriate methods and techniques to resolve or recommend appropriate action. Utilizes a computer and various software applications to performs a variety of routine computerized queries using automated HR systems. Collects, enters, manipulates, and updates automated data according to approved agency data standards. Establishes and maintains effective working relationships with a variety of customers from diverse backgrounds and across various levels within the agency. Maintains the confidentiality of all sensitive HR matters, always safeguarding Personal Identifiable Information. Work is performed under the guidance and supervision of a supervisor or higher-graded Specialist and will be reviewed for technical adequacy, accomplishment of objectives, and for conformance with established policies and procedures.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify at the GS-05 level you must meet one of the following: Specialized Experience: You must possess one (1) full year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service (or equivalent experience in the private or public sector) that is equivalent in difficulty and complexity as indicated by the following examples: utilizing personal computers and software programs to extract, revise, or sort information from files, records, or databases; inputting data into a computerized system; reviewing work for completeness and accuracy; and utilizing standard office equipment (e.g., scanners, copiers, and office automation systems) to perform office automation support functions. OR Education: Completion of four (4) years above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. OR Combination of Education and Experience: Applicants may also combine education and experience that when computed equals 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed semester hours (or equivalent) by 30. Add the two percentages. The total should equal at least 100%. Only education in excess of the first 60 semester hours (i.e., beyond the second year) can be computed toward meeting the specialized experience requirement. In addition to the time-in-grade requirement, to qualify at the GS-06 level you must meet the following: Specialized Experience: You must possess one (1) full year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service (or equivalent experience in the private or public sector) that is equivalent in difficulty and complexity as indicated by the following examples: serving in an administrative capacity providing assistance in human resources functions (e.g. staffing, employee benefits, time cards, hours of duty, or classification programs); entering, retrieving, and correcting personnel data in an automated data management system (data entry/coding); reviewing legal documents to ensure compliance and accuracy; utilizing database software to create, copy, edit, store, retrieve, and print a variety of standardized documents; and responding to inquiries in person, via e-mail, on the telephone, or through regular mail. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is sedentary. Some work may require periods of standing at a counter. The incumbent frequently carries light items such as employee files or pamphlets. The work does not require any special physical effort. Work Environment: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions.
