Duties

Performs full supervisor duties such as evaluating the work of subordinates, recommending selections for vacant positions, hear employee grievances and complaints and working to resolve them, address disciplinary problems, and recommend awards. Analyzes complex operational programs that ensure adequate resource protection including cement types and placement techniques, alternative fluids, and corresponding evaluation tests. Provides technical expertise and support to the Petroleum Engineering Technicians and Petroleum Accounting Technicians concerning oil and gas inspection and enforcement issues. Prepares written correspondence regarding leases, agreements, and inspection and enforcement issues. Perform complex and responsible petroleum engineering technician work involving all aspects of drilling and production inspection and enforcement activities. Perform on-site inspections of all phases of oil and gas drilling/work-over operations and associated facilities Inspect all aspects of drilling operations to ensure that operator's equipment, safety systems, and operations are in compliance with approved Application for Permit to Drill (APD). Coordinate work with other personnel involved in mineral resources activities such as Production Accountability Technicians, Petroleum Engineers, Law Enforcement, etc. Interview candidates for positions; recommends appointment, promotion or assignment for positions.

  • An applicant appointed to this position must possess and maintain a valid state driver's license while employed in this position.
  • You must pass a pre-employment physical.
  • You must successfully complete the BLM Petroleum Engineering Technician (PET) Certification Program and continue service in the Federal Government for 2 years from the date of obtaining PET certification.
  • Full certification as a PET is required.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. Applicants must possess a current PET certification, valid driver's license and experience with algebra at the high school level. Drivers License Skill and ability in the use of mathematics at the high school algebra level Possession of a current PET certification This position has a basic requirement that must be met in order to be considered. To meet the basic requirement you must meet one of the below must requirements: Basic requirement includes technical experience in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Certification. Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. Specialized Experience Statement: To qualify for the GS-12 grade level, You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level, that is equivalent in difficulty and complexity as indicated by the following examples: Performing technical review and makes recommendations for approval of all down-hole operations; reviews downhole pressures, casing and cementing plans, blow out prevention equipment, geology and other procedures to protect people, minerals, and aquifers; coordinates with other specialists; provides on-the-spot instructions and authorizations for final plugging and abandonment of wells; provides technical expertise and support to junior Petroleum Engineers, Petroleum Engineering Technicians, and Petroleum Accounting Technicians concerning oil and gas inspection and enforcement issues; conducts both engineering and economic analyses to determine viability of proposals/variances and their respective short and long term benefits; reviews well data, leases, spacing units/communtization agreements and/or federal units for various compliance issues, and maintains relative spreadsheets; provides various technical reports to management and state office for higher level meetings; provides expertise to management regarding complex technical issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: On-site inspection work requires almost continuous physical activity. Most of the on-site inspection time is spent walking, standing, crouching, and climbing. In climbing up and down ladders and steep stairways, the PET is protected from falls only by firmly grasping on ladder rungs and hand railings. The PET may be required to hike into unusually rugged areas to inspect abandoned sites. PET's are subject to call 24 hours a day, and may be required to work long non-stop tours-of-duty, occasionally in excess of thirty (30) hours. Work is sedentary in an office setting, although portions of the job requires overnight field trips which involve physical activity on irregular terrains and work at physically demanding job sites. Work Environment: This position requires working in field locations where it is necessary to wear appropriate safety equipment. Work environment involves exposure to extreme weather conditions, hostile flora and fauna, hazardous explosive fumes, poisonous gasses, toxic chemicals, high frequency noises, high-pressure and high temperature equipment, detonating devices, and moving machinery. Work involves climbing up and down ladders and steep stairways. A large part of the time is spent driving to work sites that are located in isolated areas. This work environment requires the use of hard hats, hard-toe boots, safety glasses, ear protection equipment, poisonous gas detection equipment, and cold weather gear and/or a respirator may also be required. The PET must walk under and around heavy derrick and hoisting equipment and piping and around other potentially hazardous operating equipment.
