About the Position: Perform a variety of assignments related to administering accounting systems for managing funds. Maintains controls to ensure the proper accounting treatment of financial transactions.

Duties

Maintain control to ensure the proper accounting treatment of Financial transactions. Monitor unfavorable trends or deviations and suggests necessary corrective action. Participate in decision-making sessions with operating program managers. Assist management officials in applying financial data and information derived from sources such as statements, reports and ratios. Review proposed agency policy changes on the current accounting process. Participate in special projects to develop revisions to accounting procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the Financial Management Level 2 Certification within one year.
  • Position requires incumbent to obtain and maintain a Secret security clearance for the duration of employment.
  • Valid Drivers License from one of the Continental United States required.

Basic Requirement: (NOTE:You must include a copy your transcripts and certification): Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-09 Specialized Experience: One year of specialized experience which includes: 1) Provide professional accounting services and assistance for structured and defined accounts; 2) Examining accounting data to ensure accuracy; 3) Recording and reporting on obligations and expenditures of funds; and 4) Assist in the preparation of accounting and financial statements and reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Successfully completed a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in finance, accounting, public administration, or a field that is closely related to the accountant duties of this position. (NOTE: You must attach a copy of your transcripts for verification). OR Combination of Education and Specialized Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (Note: You must include a copy of your transcripts.). GS-11 Specialized Experience: One year of specialized experience which includes: 1) Provide professional accounting services and advice related to interpreting and evaluating accounting and financial data; 2) Tracking analyzing, and reporting on financial activates; 3) Monitoring the effectiveness of internal accounting and systems; 4) Preparing accounting and financial statements and reports; and 5) Analyzing and reconciling report accuracy. Recording and reporting on obligations and expenditures of funds. This definition of specialized experience is typical of work performed at the next lower grade/level position as the federal service (GS-09). OR Successfully completed a Ph.D or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in finance, accounting, public administration, or a field that is closely related degree to the accountant duties of this position. (NOTE: You must attach a copy of your transcripts). OR Combination of Education and Specialized Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18.
